EU unlisted vs listed country: what the difference means for Panama
The EU divides countries of origin into two categories for pet movements: listed and unlisted. Listed countries have been assessed as having equivalent rabies control standards to the EU. Unlisted countries, including Panama, have not received that designation. The practical difference is significant.

Getting the MIDA export health certificate in Panama
MIDA (Ministry of Agricultural Development) is Panama’s veterinary authority and the body that endorses official export health certificates. The certificate itself is prepared by a MIDA-authorised veterinarian and then officially endorsed by MIDA.
For Netherlands entry, the certificate must be in EU format and must reference your pet’s microchip number, rabies vaccination details, and the FAVN titre test result including the laboratory name, result date, and value achieved. The certificate is valid for 10 days from the examination date, so timing matters: you need your travel date confirmed before booking the health certificate appointment.
Allow 2-4 working days for MIDA to process the endorsement. Do not leave the health certificate to the last minute. If the endorsement is delayed and the certificate expires before travel, you will need to start the health certificate process again.
