Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date.
Microchip before vaccination. The sequence is critical. Chipping after the rabies vaccination invalidates the vaccination for EU entry purposes.
EU-approved laboratories for the FAVN test are mainly in Europe and North America. A Kansas State University Veterinary Diagnostic Laboratory (KSVDL) in the USA is one EU-approved option accessible from Panama.
Copa Airlines is useful for connections from PTY to US hubs but does not operate to Europe. Any PTY-to-Germany routing requires at least two carriers.

Carriers approved for this route
Not all airlines accept live animals on this route. We know which carriers to use and how to book.

LUFTHANSA
Lufthansa
Via Frankfurt (FRA). Connections from Panama City typically route via MAD or MIA to FRA. Lufthansa Cargo handles live animals from FRA.

Madrid as the routing hub for Panama to Germany
Panama City Tocumen International (PTY) has regular transatlantic services to Madrid via Iberia and Air Europa. Madrid Barajas (MAD) is the primary European connection point for Latin American-to-Germany pet cargo.
From MAD, Iberia partner carriers, Lufthansa Group connections, and other European services reach Frankfurt, Munich, and Berlin. The PTY-MAD-FRA total journey is typically 14-16 hours including the connection.
An alternative routing goes via Miami (MIA). Copa Airlines connects Panama City efficiently to MIA, from where transatlantic carriers operate to Europe. This adds a US transit leg, which introduces USDA inspection on the US side. For a straightforward Panama-to-Germany move, the direct PTY-MAD routing via Iberia is simpler.
MIDA: the Panamanian authority for export health certificates
The Ministerio de Desarrollo Agropecuario (MIDA) is Panama’s Ministry of Agricultural Development, the competent authority responsible for animal health and veterinary export certification. MIDA-authorised veterinarians issue the EU-format health certificate, and MIDA endorses it before departure.
Not all veterinary clinics in Panama City are set up for EU export certification. The MIDA can provide a list of authorised practitioners. MIDA endorsement typically takes 2-4 working days, so plan the vet appointment to allow for this within the 10-day health certificate window.
Panama uses USD as its currency, which simplifies cost calculations for international payments to laboratories and agents.
FAQ
Common questions about Panama to Germany pet transport
No. The EU-Panama free trade agreement, which is part of the EU-Central America Association Agreement, covers goods, services, and investment. It does not affect EU veterinary import classifications for pets. Panama is an unlisted country for EU pet travel purposes, and the full FAVN titre test and 90-day wait process applies.
If your pet is travelling as international cargo that transits a US airport and does not clear US customs (a pure transit), it may not trigger full US import requirements. However, transit rules are complex and depend on the airline, the US airport, and the specific cargo arrangement. In most cases, routing via Madrid is simpler for a Panama-to-Germany pet move. Ask your cargo agent before committing to a US transit.
Your Panamanian vet issues the health certificate in EU-compatible format. The MIDA (Ministerio de Desarrollo Agropecuario) then endorses this certificate, confirming the vet is officially authorised and that the document meets international export standards. This is the same competent authority endorsement step found in all EU-format health certificates for animals departing non-EU countries.
