Panama is on the US CDC high-risk countries list, which means entering the USA requires a serology titer, a government-endorsed Certification form, and arrival at a CDC-registered facility. Canada’s CFIA operates an entirely separate system. The CFIA does not classify Panama in a high-risk category that triggers titer requirements for personal companion dogs. The requirements for Canada are simpler: a current rabies vaccination certificate in English (or French), and a MIDA health certificate from Panama.

The Canada Border Services Agency (CBSA) checks these documents on arrival. A healthy dog with correct paperwork typically clears in a few minutes. Cats have no federal vaccination requirement for Canada and need only a health certificate.

Getting from Panama City to Canada

Copa Airlines, Panama’s national carrier, is the most direct option for moving pets from PTY to Canada. Copa operates PTY to Toronto Pearson (YYZ) and other Canadian cities. For cargo, Copa handles live animals on some international routes. Confirm current acceptance with Copa Cargo before booking.

Alternatively, routing via Miami (MIA) is well-established: Copa or American Airlines from PTY to MIA, then Air Canada or WestJet cargo from MIA to Toronto, Vancouver (YVR), or Montreal (YUL).
