Pet Transport from Oman to Pakistan

Muscat has nonstop service to Karachi, Islamabad and Lahore, but for a pet the picture narrows sharply. Oman Air flies Karachi in about an hour and fifty minutes and publishes clear pet rules. It is not listed as a nonstop operator to Islamabad, and its Lahore position could not be confirmed.

SalamAir flies all three, but its conditions of carriage say nothing useful about animals and at least one aggregator reports it carries none. PIA’s policy could not be verified. So unless your destination is Karachi, expect to route through a Gulf hub such as Doha, or to book the pet as cargo separately from your own flight.

Oman Air’s rules themselves are straightforward and unusually permissive in one respect: the airline publishes no brachycephalic ban and no temperature embargo, which on a Gulf route is worth knowing. What it does not offer is cabin carriage, on any route, for any size of animal. Pets fly in the hold as cargo or checked baggage and never count within the baggage allowance. Kennels fall into three bands, small to 23kg, medium to 45kg and large to 75kg, priced between 113 and 750 US dollars depending on band and region, with rigid plastic or fibreglass containers only and wheels removed.

Two Omani steps run in parallel with the Pakistani permit. The customs inspection application must be filed two days before the animal reaches the port, with approval promised inside two hours during working hours, seven days a week. Then, at Muscat, the export health certificate is issued against the air waybill roughly 48 hours before departure and stays valid for seven days, which lines up neatly with Pakistan’s requirement for a certificate issued within seven days of entry.

The ministry’s published fee is OMR 5 for the certificate, with a port inspection fee assessed anywhere from 100 baisa to OMR 100. Animals must be at the cargo premises a minimum of four hours before the flight leaves.

One quirk of expat life in Oman: dogs that have lived in the country for more than six months should already be registered with the Quarantine and Food Safety Department at Muscat International, so that record usually exists before you start.

Owners who brought their pet into Oman will remember an FAVN titre test with a validity window, because Oman requires one on the way in. Pakistan does not. Its Animal Quarantine Department asks for no rabies titre from any country, and no amount of Omani inbound experience changes that.

It is worth being explicit with your vet about the direction of travel. A clinic that mostly handles arrivals into Oman can reasonably quote you the inbound checklist, and paying for an unnecessary titre is the least harmful outcome of that confusion. The more expensive version is assuming a waiting period that does not exist and delaying the move by months.
