• How your pet may travel: Pets travelling in the cabin are handed to the Lost and Found counter in the arrival hall on landing and then cleared at CAPQ; all import clearance of personal pets, including in-cabin and excess baggage pets, must go through an AVS-recognised pet agent. • Other conditions: Since the conditions dated 1 April 2026, pet owners must engage an AVS-recognised pet agent before arrival; all import clearance for personal pets arriving as manifested cargo or accompanied/excess baggage must be done through such an agent. Note: the AVS pet agent page and general information page still say applications may be made by the owner or through an agent, so the owner can apply for licences, but clearance goes through an agent.

Export permit: Not required: NVWA's step-by-step plan for taking a dog or cat from the Netherlands to a non-EU country sets out everything to arrange (preparation, chip, rabies vaccination and EU passport, destination rules, binding certificate or contact NVWA, vet health certificate, NVWA legalisation, return trip) and contains no Dutch export permit. 2. Export health certificate: NVWA fee for legalising a passport or certificate for dogs, cats or ferrets: EUR 65.87 (tariffs valid from 1 January 2026, no VAT). Applies to dogs and cats leaving the Netherlands where legalisation is required.

3. Export health certificate: For travel from the Netherlands to a non-EU country the owner must meet the destination country's rules. NVWA's step plan: check for a binding certificate (with instructions) in the NVWA Exportassistent; if none, contact NVWA; where a health certificate is required the owner takes the pet to a veterinarian; where legalisation is required, book an NVWA appointment in good time. 5. Export health certificate: Who signs: the owner's own veterinarian fills in and signs the health certificate; the owner then goes, without the pet, to NVWA for legalisation of the passport and documents where the destination requires it. 7. Export health certificate: Legalisation appointments are requested by email to dpp@nvwa.nl at least 14 working days ahead; they take place at the NVWA office in Utrecht on working days between 10:00 and 16:00, and the pet does not attend.
