Which Israel rules depend on a pet coming from the Netherlands?

Israel sorts countries into 2 groups, and the Netherlands falls in “all other countries”.

Rabies vaccination at 3 months or older, 30 days to 1 year before arrival; rabies antibody titre of at least 0.5 IU/ml from a WOAH or EU approved laboratory; Israeli model health certificate issued within 10 days. Official source

The rules that apply to every pet entering Israel, whatever the origin, are listed with their official sources in our Israel guide.

What does the Netherlands require before your pet leaves?

  1. Export permit: Not required: NVWA's step-by-step plan for taking a dog or cat from the Netherlands to a non-EU country sets out everything to arrange (preparation, chip, rabies vaccination and EU passport, destination rules, binding certificate or contact NVWA, vet health certificate, NVWA legalisation, return trip) and contains no Dutch export permit. Applies to dogs and cats leaving the Netherlands for a non-EU country.

  2. Export health certificate: NVWA fee for legalising a passport or certificate for dogs, cats or ferrets: EUR 65.87 (tariffs valid from 1 January 2026, no VAT). Applies to dogs and cats leaving the Netherlands where legalisation is required.
    NVWA-tarieven exportcertificering 2026, checked 1 October 2026
  3. Export health certificate: For travel from the Netherlands to a non-EU country the owner must meet the destination country's rules. NVWA's step plan: check for a binding certificate (with instructions) in the NVWA Exportassistent; if none, contact NVWA; where a health certificate is required the owner takes the pet to a veterinarian; where legalisation is required, book an NVWA appointment in good time. Applies to dogs and cats leaving the Netherlands for a non-EU country.
Mijn hond of kat mee naar een land buiten de Europese Unie, checked 1 October 2026
  4. Export health certificate: Where the destination requires a health certificate, the owner takes the dog or cat to a veterinarian. Applies to dogs and cats leaving the Netherlands for a non-EU country.
Mijn hond of kat mee naar een land buiten de Europese Unie, checked 1 October 2026
  5. Export health certificate: Who signs: the owner's own veterinarian fills in and signs the health certificate; the owner then goes, without the pet, to NVWA for legalisation of the passport and documents where the destination requires it. Applies to dogs and cats leaving the Netherlands for a non-EU country.
Legalisatie reisdocumenten honden, katten en fretten, checked 1 October 2026
  6. Export health certificate: Legalisation is usually not needed where the Netherlands has an agreement (binding certificate) with the destination; otherwise ask NVWA by email (dpp@nvwa.nl) whether it is needed. Applies to dogs and cats leaving the Netherlands for a non-EU country.
Legalisatie reisdocumenten honden, katten en fretten, checked 1 October 2026
  7. Export health certificate: Legalisation appointments are requested by email to dpp@nvwa.nl at least 14 working days ahead; they take place at the NVWA office in Utrecht on working days between 10:00 and 16:00, and the pet does not attend. Applies to dogs and cats leaving the Netherlands for a non-EU country.
