Overview

This is the route where the map misleads people most.

Nepalis and Indians cross the land border with minimal formality, and owners reasonably assume a dog in the back of the car falls under the same arrangement. It does not. India clears imported pets through the Animal Quarantine and Certification Service, and AQCS operates at six airports: Delhi, Mumbai, Chennai, Hyderabad, Bengaluru and Kolkata. There is no land crossing on that list.

So a journey of a few hundred kilometres becomes an air move with a permit behind it. The compensations are real: no rabies antibody test, and no routine quarantine for a healthy animal.

Which India rules depend on a pet coming from Nepal?

None of the India rules we have verified names Nepal on its own.

The rules that apply to every pet entering India, whatever the origin, are listed with their official sources in our India guide.

What does Nepal require before your pet leaves?

  • Export health certificate: Under the Animal Health and Livestock Services Rules, 2056 (2000, first amended 2063), Nepal Law Commission English translation (rule 10(2)), for exported dogs and cats the Veterinary Officer designated by the Quarantine Officer or by the Department of Livestock Services issues the health certificate on Form-1 of Schedule-3 (Health Certificate for Dogs and Cats, which records rabies vaccination and any serological test). Applies to pet dogs and cats leaving Nepal.

  • Export health certificate: Under the same rules (rule 10(3)), the export health certificate is valid for ten days from issue. Applies to pet dogs and cats leaving Nepal.

  • Other conditions: Under the Animal Health and Livestock Services Rules, 2056 (2000, first amended 2063), Nepal Law Commission English translation (rule 14), the exporter must give the Quarantine Officer advance notice of the type, species, breed, origin and number of animals and the exit point and date; the Kathmandu quarantine office charter sets this at 48 hours. Applies to animals exported from Nepal, including pet dogs and cats.

What India asks for, and what it does not

The requirement list is shorter than most people expect.

A microchip, recorded on the health certificate and the NOC application. A rabies vaccination for any animal three months or older, given more than one month and within twelve months before you fly. A health certificate in the AQCS Annexure format, signed by Nepal’s competent veterinary authority. The AQCS Advance NOC, which is free and which no airline will board the animal without.

There is no titre test. None appears in the AQCS or DGFT requirements, and the vaccination is the standard on its own.

There is no routine quarantine either. The final NOC is issued at the port of entry after a physical examination, and a healthy animal goes home with you. Station quarantine is for animals that fail that exam. Worth knowing: AQCS’s own documents disagree on how long it lasts, its SOP saying 15 days and its baggage-rule page saying clearance after 30, so treat any single figure you are quoted with caution.

The permit question, answered by where you have been living

Pet import into India is a restricted trade with one exemption, and which side of it you fall on changes the timeline entirely.

Transfer of Residence covers owners relocating after two or more continuous years abroad: up to two cats or dogs travel as accompanied baggage, no DGFT licence needed. For a Nepali resident moving to India after a long posting, this is usually the route.

Everyone else applies to DGFT on Form ANF 2M. The authorising committee meets monthly, so the calendar rather than the paperwork sets your pace. Start two months out at minimum.

Kathmandu is not one of the six

Flights from Kathmandu reach Delhi and Kolkata directly, both of them clearing cities, which makes the routing simpler than it might be.

Plan the sector to land at a clearing city even if a connection through a smaller Indian airport looks cheaper or faster. An animal that arrives anywhere other than Delhi, Mumbai, Chennai, Hyderabad, Bengaluru or Kolkata cannot be cleared, and the problem is discovered at the worst possible moment.

One more check before you leave: the owner’s name on the health certificate must match the air ticket exactly. The two are prepared separately, weeks apart, and a mismatch as small as a missing initial is enough to stop a compliant animal at the counter.

FAQ

Common questions

No. India clears imported pets through AQCS, which operates at six airports: Delhi, Mumbai, Chennai, Hyderabad, Bengaluru and Kolkata. No land crossing appears on that list, so the open border arrangement people rely on for themselves does not extend to an imported animal. It is an air move.
No. No titre test appears in the AQCS or DGFT requirements. A current rabies vaccination is the standard, needed for any animal three months or older and given more than one month and within twelve months before departure.
A healthy animal is not quarantined at all. The final NOC is issued at the airport after a physical examination and the pet is released. Station quarantine applies only to animals that fail that exam or show signs of disease. AQCS’s own documents disagree on its length, the SOP saying 15 days and the baggage-rule page saying clearance after 30, so confirm rather than relying on one figure.
Only if you do not qualify for Transfer of Residence. That exemption covers owners relocating after two or more continuous years abroad and allows up to two cats or dogs as accompanied baggage with no licence. Without it you apply on Form ANF 2M to a committee that meets monthly, so allow at least two months.
Delhi, Mumbai, Chennai, Hyderabad, Bengaluru and Kolkata. Kathmandu has direct services to Delhi and Kolkata, so the routing is usually straightforward, but do not book a connection that lands the animal anywhere else.
