Microchip
Not federally required for entry, but a universal scanner-detectable chip is expected on the CDC Dog Import Form and by most airlines. Must be implanted before the rabies vaccination.
Rabies vaccination
Not federally required for dogs entering from a low-risk country, though strongly recommended. Not required for cats at all.
Rabies titre test
Not required. Montenegro does not appear on the CDC's high-risk countries for dog rabies list, last updated 15 April 2026, so dogs enter through the low-risk pathway with no serology test.
Quarantine
No quarantine for dogs or cats travelling from Montenegro. The CDC's 28-day facility quarantine option is reserved for dogs from high-risk countries without a valid titre, and Montenegro is not on that list.
Import permit
No formal import permit. The CDC Dog Import Form, mandatory for all dogs since 1 August 2024, is completed online free of charge and serves as the registration record.
