Critical points
The SPSIC must be secured before travel. Without it, your pet cannot clear Veterinary Quarantine at Manila airport. Start the application well in advance, as BAI processing can take several weeks.
Home quarantine means the pet must remain at a specific address and not be moved around during the 30-day period. A BAI officer may conduct a follow-up inspection. This is not a facility quarantine, but it is still a legal requirement.

The SPSIC vs a titre test: what the Philippines actually requires
Some owners moving pets to the Philippines from countries that require a titre test (such as Australia) assume the Philippines also demands one. It does not, under the current BAI system.
The Philippines uses the SPSIC (Sanitary and Phytosanitary Import Clearance) as its import control mechanism. You apply online to the BAI with your pet’s microchip number, vaccination records, antiparasitic treatment records, and a photo of the animal. The BAI reviews the submission and issues the SPSIC if everything is in order.
The SPSIC must be in hand before you travel. It is not issued on arrival. Give yourself several weeks for BAI processing, particularly if applying during peak periods.
Home quarantine: what it involves for 30 days
The 30-day home quarantine is one of the first things owners ask about. It is not a facility quarantine at a government centre. Your pet stays at your home address in the Philippines for 30 days from arrival. The pet should not be moved to another property during that period.
On arrival at Manila airport, a BAI Veterinary Quarantine officer checks your pet’s documentation. If the SPSIC, IVHC, microchip, and vaccination records are correct, the pet is released to you for home quarantine. A follow-up BAI inspection at your address is possible but not always carried out.
The practical impact is that for the first month in the Philippines, you need a confirmed home address and cannot be moving between locations with your pet.
