Critical points
Dogs moving to Bali cannot arrive directly at Ngurah Rai International Airport (DPS). Entry must be via Jakarta (CGK) or Surabaya (SUB). Your dog must complete the 30-day quarantine and then a further 2-week mainland stay before being moved to Bali. This is a firm policy, not a guideline.
The FAVN titre test must show a minimum 0.5 IU/ml result. If your pet's result is below this threshold, the vaccination course must be restarted and the process begins again. Use a BARANTAN-approved laboratory to avoid result disputes on arrival.

The Bali restriction: what it means for dog owners
The Bali dog import restriction is the most important practical detail for owners relocating to the island. Bali has its own rabies history and BARANTAN enforces a firm protocol: no direct dog arrivals at Ngurah Rai (DPS).
Your dog must arrive at Jakarta Soekarno-Hatta (CGK) or Surabaya Juanda (SUB), complete the 30-day quarantine at a BARANTAN facility there, and then spend a further 2 weeks on the mainland before BARANTAN authorises the transfer to Bali. That is a minimum of 6 weeks from Indonesian arrival before your dog can join you in Bali.
Cats face fewer restrictions and can proceed through a shorter process. If you are moving cats to Bali, confirm the current cat-specific process with a BARANTAN agent, as it differs from the dog process.
FAVN vs RNATT: understanding the titre test requirement
BARANTAN Indonesia requires the FAVN (Fluorescent Antibody Virus Neutralisation) test specifically. This is distinct from the RNATT (Rapid Neutralisation Antibody Test) used by some other countries. Both tests measure rabies antibody levels, but check with your laboratory that they are performing the FAVN to confirm compliance with Indonesian requirements.
The minimum acceptable result is 0.5 IU/ml. Blood must be drawn at least 30 days after the rabies vaccination. The test result must be from a BARANTAN-approved laboratory. Test results are valid for a defined period, so confirm the validity window with your agent to ensure the result does not expire before arrival.
