The EU requires pets from non-listed countries to complete the FAVN (Fluorescent Antibody Virus Neutralisation) titre test before entering. Mexico is not on the EU’s listed country register, so the titre test applies.
The sequence is fixed: microchip implanted first, then rabies vaccination, then after 21 days the vaccination is valid, then blood is drawn for the titre test at an EU-approved laboratory. Germany has federal breed bans (Pit Bull Terrier and Tosa Inu) that apply uniformly. Beyond federal law, each of Germany’s 16 Bundeslaender has its own restricted breed list. Bavaria is the most restrictive, covering Rottweiler, American Bulldog, Cane Corso, and others. Berlin, Hamburg, and North Rhine-Westphalia have different lists.
