EU low-risk status: what it changes and what it doesn't

When CDC introduced the mandatory Dog Import Form (DIF) in August 2024, it also classified countries into risk categories. EU countries including Lithuania are low-risk. For low-risk countries, the DIF process is administrative: no advance scheduling with CDC, no veterinary review by CDC, no additional waiting periods. You fill in the form, submit it, and receive a confirmation to present at the US border.

What the low-risk status does not change is the mandatory nature of the DIF itself. Every dog entering the US must have one, regardless of low-risk status. It is the form that catches people, not the requirements around it.

Cats entering from Lithuania face no DIF requirement. The VMVT-endorsed health certificate and evidence of current vaccination are what matter for cats.
