Overview
Lithuania to Norway is a straightforward route with one specific step that catches EU pet owners off guard: Norway requires all dogs to be treated for Echinococcus multilocularis (fox tapeworm) by a vet within 24 to 120 hours before arrival in Norway. This applies even for EU pets travelling on an EU passport. For cats, no tapeworm treatment is required. Other than this, the process is the standard EU pet passport route: microchip, current rabies vaccination, and the updated passport.
Step by step

The Lithuania to Norway process

1
At least 3-4 weeks before travel. If vaccination is needed: 21-day wait. If passport needs updating: one vet appointment.
Confirm microchip, vaccination, and EU pet passport are current

Responsible: Lithuanian vet

2
3-4 weeks before travel. Cabin pet spaces are limited. Do not assume availability.
Book airline and confirm cabin or cargo pet space

Responsible: Owner

3
24 to 120 hours (1 to 5 days) before arrival in Oslo. The treatment window is strict. Calculate backwards from your planned Oslo arrival time. Treatment must be at a registered vet who records it in the EU pet passport.
Echinococcus tapeworm treatment (dogs only)

Responsible: Lithuanian vet (or vet in any transit country)

4
Travel day. VNO to OSL via connection is approximately 3-5 hours total. Norwegian border check on arrival: passport, vaccination, microchip, and tapeworm treatment entry all verified.
Travel from Vilnius to Oslo

Responsible: Owner and airline

Critical points

Read before you book

⚠ The tapeworm treatment window for dogs entering Norway is 24 to 120 hours before ARRIVAL in Oslo, not before departure. Calculate backwards from your actual Oslo arrival time: if your plane lands at 14:00 on Wednesday, the treatment must be done between 14:00 on Monday and 14:00 on Tuesday (no earlier than 120 hours before arrival, no later than 24 hours before). Timing outside this window means your dog may be refused entry.
⚠ The tapeworm treatment must be recorded in the EU pet passport or AHC by the treating vet, including the product name, dose, and exact date and time of administration. Mattilsynet (Norway's Food Safety Authority) checks this entry at the border.
⚠ The tapeworm treatment applies to dogs only. Cats do not require this treatment for Norway entry.
⚠ Ryanair does not accept pets. If you fly Ryanair yourself, your dog or cat needs a different airline.
Carriers

Airlines on this route

Ryanair
Ryanair does not accept live animals on any route. Ryanair serves Vilnius-Oslo routes but cannot be used for pet transport. Not suitable.
Cargo Only
Norwegian Air Shuttle
Norwegian Air operates from Vilnius to Oslo Gardermoen (OSL) via connections. Norwegian allows small pets in cabin (varies by route and aircraft type; confirm at booking). Larger pets travel as cargo. Check current Norwegian Air pet policy before booking as it has varied by route.
Cabin and Cargo
SAS (Scandinavian Airlines)
SAS serves Norway extensively and has connections to Vilnius via Copenhagen (CPH) or Stockholm Arlanda (ARN). Small pets up to 8kg with carrier allowed in cabin. Larger pets as cargo. SAS is a reliable option for the Baltic-to-Scandinavia corridor and is familiar with Norway tapeworm documentation.
Cabin and Cargo
airBaltic
airBaltic connects Vilnius to Riga (RIX) with onward connections to Scandinavia. Small pets in cabin (up to 8kg combined with carrier). From Riga, airBaltic or partner carriers serve Oslo. A practical two-leg option from Vilnius.
Cabin and Cargo
Finnair
Via Helsinki (HEL) to Oslo. Finnair connects Vilnius to HEL and HEL to Oslo. Small pets in cabin. A quiet, well-managed hub for pets transiting between the Baltics and Norway.

Getting the tapeworm treatment window exactly right

The Echinococcus treatment window is one of the more precise timing requirements in European pet travel. Norway requires that dogs are treated with praziquantel at a licensed vet between 24 and 120 hours before arrival in Norway. The 120-hour window (5 days) is the early boundary: treat more than 5 days before arrival and it does not count. The 24-hour window is the late boundary: treat less than a day before arrival and it also does not count.

Work from your Oslo arrival time backwards. If your flight lands at 16:00 on Friday, the treatment window is between 16:00 on Sunday (5 days before) and 16:00 on Thursday (1 day before). Any treatment outside that window fails the requirement.

Book the vet appointment for the treatment well in advance. The vet records the treatment in the EU pet passport: the product name (praziquantel), the dose administered, the date and time of administration, and the vet’s signature and stamp. Mattilsynet inspectors at Oslo Gardermoen check this entry when your dog arrives.

Airline choices from Vilnius to Oslo

The Vilnius to Oslo corridor has decent connectivity but fewer direct options than some Baltic-to-Scandinavia routes. The main carriers with pet acceptance are SAS (via Copenhagen or Stockholm), Finnair (via Helsinki), and Norwegian Air (check current pet policy per route). Ryanair also serves the route but accepts no pets.

For small dogs and cats, cabin travel is the most comfortable option. SAS allows cabin pets up to 8kg (combined weight with carrier) on most European routes. Book the cabin pet space at the time of ticket purchase, as each aircraft has a limited number of cabin pet slots.

For larger dogs, cargo is the option. SAS Cargo or Finnair Cargo are reliable for the Baltic-to-Scandinavia corridor. Norwegian Air’s cargo pet policy should be confirmed at the time of booking for your specific route and aircraft type, as this has varied.

FAQ

Common questions

No. The Echinococcus multilocularis tapeworm treatment is required for dogs only. Cats do not require this treatment. Cats travelling from Lithuania to Norway on a valid EU pet passport with current rabies vaccination and ISO microchip can enter Norway without the tapeworm treatment.
Most airports do not have veterinary facilities for treatment administration. The tapeworm treatment should be done at a registered veterinary clinic in Vilnius in the days before travel. Plan the treatment appointment so that the administration time falls within the 24-120 hour window before your Oslo arrival. Travel day timing is often too late unless the window extends to the day of departure.
Yes. Norway recognises EU pet passports for EEA movements. Bring the original passport (not a copy). The Mattilsynet officer at Oslo Gardermoen airport checks the passport for the valid microchip, current rabies vaccination, and (for dogs) the recorded Echinococcus tapeworm treatment within the required window.
If the treatment was administered outside the required 24-120 hour window, or if it is not properly recorded in the passport, Mattilsynet can refuse the dog entry into Norway. In practice, this means the dog is either returned to Lithuania at the owner’s expense or quarantined until it can be treated and re-inspected. Getting the window right is essential.
