Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date.
Microchip before vaccination. The sequence is critical for EU entry. Chipping after vaccination invalidates the vaccination for EU purposes.
Lebanon's economic situation has affected service availability at Rafic Hariri Airport and with some carriers. Confirm current cargo services before booking. Turkish Airlines via IST is generally the most reliable option.
The Lebanese Ministry of Agriculture's administrative capacity can vary. Confirm endorsement turnaround time in advance to ensure the certificate remains valid for your travel date.

Routing from Beirut: Turkish Airlines via Istanbul
Beirut Rafic Hariri International Airport (BEY) has regular connections to European cities, with Istanbul (IST) as the primary transit hub for Germany-bound cargo. Turkish Airlines operates daily BEY-IST flights, and Turkish Airlines Cargo accepts live animal freight on the IST-FRA corridor.
The BEY-IST-FRA routing is typically 5-7 hours total. Istanbul Ataturk and Istanbul Airport (ISL) handle large volumes of Middle East-to-Europe pet cargo, and Turkish Airlines Cargo has experience on this corridor.
Middle East Airlines (MEA), Lebanon’s national carrier, operates from BEY to Paris CDG and London LHR. These connections can reach Frankfurt via onward European services. The BEY-CDG leg on MEA is approximately 4-5 hours, with a CDG-FRA connection adding time. If MEA cargo service is available for your route and dates, it is a viable alternative to the Turkish Airlines routing.
The Lebanese Ministry of Agriculture and health certificate endorsement
The Directorate General of Agriculture, part of Lebanon’s Ministry of Agriculture, is the competent authority for animal health and export certification. EU-format health certificates are issued by Ministry-authorised veterinarians and endorsed by the Directorate General before departure.
Lebanon has a large and experienced expat pet owner community, and some veterinary clinics in Beirut are familiar with EU export health certificates. However, given Lebanon’s current economic and administrative challenges, confirm with your vet and with the Directorate General that the endorsement process is functioning and confirm the expected turnaround time.
Given the 10-day health certificate window, plan for endorsement time plus travel time with buffer. If the Directorate General’s endorsement takes 3-5 working days, book the vet appointment at the start of the week to have sufficient days remaining for travel.
FAQ
Common questions about Lebanon to Germany pet transport
Lebanon’s Euro-Mediterranean Association Agreement covers trade and political relations, but it does not affect EU veterinary import classifications for pets. Lebanon is an EU unlisted country for pet travel purposes, and the full unlisted process (FAVN titre test plus 90-day wait from the blood draw date) applies to any pet moving to Germany or any other EU member state.
At the time of writing, no EU-approved FAVN laboratory operates in Lebanon. Samples are typically shipped to EU-approved labs in Europe. Given Lebanon’s proximity to Europe, shipping times via courier are generally 2-4 days. Your vet should use the correct preservative medium and a reliable international courier. A pet transport agent can help coordinate the logistics.
If BEY is affected by disruptions, the alternative departure point is typically via another Middle East hub. Some Lebanese pet owners have used Amman (AMM) in Jordan or Dubai (DXB) as alternative departure points when BEY is unavailable. This adds complexity and cost. For the most current situation, check with your airline cargo agent and MEA directly before booking.
