Critical points

The 90-day wait begins from the date of the successful blood draw, not from when you receive the result. Plan around the blood draw date.

Lebanon is an EU-unlisted third country. The full FAVN titre test plus 90-day wait is mandatory. There is no exemption.

The microchip must be implanted before the rabies vaccination, or the entire vaccination sequence is invalid for EU entry.

Lebanese Ministry of Agriculture endorsement adds time. Start the full process at least 22 weeks before your intended arrival date.

What the FAVN titre test means for your timeline

The FAVN (Fluorescent Antibody Virus Neutralisation) test measures your pet’s rabies antibody level in blood. For EU entry from an unlisted country, the result must reach at least 0.5 IU/ml, and the blood must be drawn at a minimum of 30 days after a valid rabies vaccination.

Once the blood is drawn and the passing result is confirmed, a 90-day waiting period begins. Only after those 90 days can your pet enter France. The 90 days run from the date of the blood draw, not from the date you receive the result, so there is no advantage in delaying the blood draw while you wait for results.

Practically, this means: vaccination, then 30-day wait, then blood draw, then 90-day wait. That is a minimum of 120 days from vaccination to the earliest possible entry. Add in the time to get your pet vaccinated and microchipped from scratch, plus Lebanese admin, and 20 to 26 weeks is a realistic planning window.

The order of steps matters: microchip before vaccination

EU regulations are strict about the sequence. The microchip must be implanted and confirmed by scanner before the rabies vaccination is given. If the vaccination is recorded before the microchip, the vaccination is not valid for EU entry purposes and the sequence must restart.

Your vet in Lebanon should be familiar with this requirement, but confirm it explicitly before the appointment. The EU-format health certificate (required for entry into France) will also need to reflect the correct sequence of events, and your Lebanese vet will need to certify this.

The health certificate itself must be in the EU’s official non-commercial format and endorsed by the Lebanese Ministry of Agriculture as Lebanon’s national veterinary authority. This endorsement step takes additional time and should be initiated at least two to three weeks before you need the certificate, given Lebanese processing realities.

Airline routes from Beirut to France

France is one of the better-connected destinations from Beirut. Air France operates direct BEY-CDG services and accepts live animals as cargo. Middle East Airlines (MEA) also flies BEY-CDG direct. These direct options are preferable for your pet’s welfare, reducing the stress of transit connections.

If neither direct option has space or suitable cargo terms for your pet’s size and crate dimensions, Turkish Airlines Cargo via Istanbul and Emirates SkyCargo via Dubai are reliable alternatives, each with onward connections to Paris CDG and other French airports.

FAQ

Common questions about this route

At minimum 20 weeks, and 24 to 26 weeks is a more comfortable target. The titre test process alone takes at least 120 days (30-day wait after vaccination, then 90-day wait after blood draw), and Lebanese export endorsement adds further time.
Yes. EU Regulation 576/2013 applies to both dogs and cats. Cats from EU-unlisted countries like Lebanon require the same microchip, rabies vaccination, FAVN titre test, and 90-day wait as dogs.
Yes, there are direct BEY-CDG flights via Air France and MEA, both of which handle live animal cargo. Direct flights are preferable as they reduce transit stress for your pet.
If the result is below the required level, the test fails. Your vet will advise on revaccination and retesting. The 90-day wait only begins once a passing result is achieved, so a failed test extends the overall timeline further.
