Critical points
Finland restricts entry from outside the EU to approved border inspection posts. Helsinki-Vantaa is one, but confirm your routing lands there and not at a smaller airport that isn't set up to process non-EU pet arrivals.
The 90-day wait runs from the date blood was drawn for the titre test, not the date the result comes through. This trips up more owners than any other part of the process.
Microchip must be implanted before, or on the same day as, the rabies vaccination. Reverse that order and Ruokavirasto will not treat the vaccination as valid for entry.
Lebanese Ministry of Agriculture endorsement of the export certificate usually takes 2 to 4 weeks. Since the certificate is valid for only 10 days, plan the request near the end of the 90-day wait, not the start.
How Finland handles incoming pets
Finland has a detailed set of import rules, and each one needs to be satisfied before travel. None of it is unusual, but the order and timing are what catch people out.
What experienced owners do
Book the titre test laboratory well ahead. Approved labs have limited slots and the sample takes time to process, so this is not something to leave to the final weeks.
Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.
Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.
