Why Lebanon pets cannot travel directly to Australia
Australia operates a group-based import system for pets. Countries are assigned to Groups 1 through 6 based on their disease control and surveillance standards. Only pets whose most recent country of residence is in one of these groups can be imported. Lebanon is not assigned to any group, so direct import from Lebanon is not permitted under any circumstances.
The requirement is about continuous documented residency in an approved country, not just the origin of the vaccination record. A pet vaccinated and titre-tested in Lebanon cannot enter Australia directly even if the test result meets Australian standards. Lebanon’s current economic and political situation also affects the practicality of the first leg. Flight schedules from Beirut Rafic Hariri (BEY) can be disrupted. Government endorsement processes at the Lebanese Ministry of Agriculture may take longer than usual. Build contingency time into every stage and have a backup airline option identified.
Choosing the right transit country and planning the two stages
The UK (Group 2), Germany (Group 3), and France (Group 3) are the most practical transit options. MEA, Air France, and Turkish Airlines all operate cargo-capable services from Beirut to European hubs, providing reasonable first-leg options even in periods of reduced schedule frequency.
The Group 2 versus Group 3 distinction matters. UK (Group 2): once the titre test has been passed with a result of at least 0.5 IU/ml, there is no mandatory 180-day post-titre-test residency wait. The pet needs to have genuinely lived in the UK for the period required. Germany and France (Group 3): 180 days must pass from the titre test blood draw date before the pet can travel to Australia.
Whatever transit country you choose, document the residency carefully. DAFF verifies vet records, registration documents, and other evidence of continuous stay. Keep everything. Have a plan B if the first airline option cancels, and keep FCDO advice under review throughout, as it may affect your ability to operate the first leg from Beirut.
Full Australian requirements and Mickleham quarantine
The Australian import requirements apply regardless of which transit country is used. Your pet needs an ISO 11784/11785 microchip implanted before or on the same day as the first rabies vaccination. Two rabies vaccinations are required, starting no earlier than 12 weeks of age, with the second given 30 to 365 days after the first. An RNATT titre test at a DAFF-approved laboratory must return at least 0.5 IU/ml.
Apply for the DAFF import permit via BICON (bicon.agriculture.gov.au) before booking the Australia flight. The permit costs AUD 420. The health certificate must be issued by a government vet in the transit country and must follow the exact DAFF-approved format for that country.
All pets arrive at Melbourne (MEL) and transfer directly to the Mickleham Post Entry Quarantine Facility for 10 days. There are no exceptions to the Melbourne entry point rule. The quarantine cost is paid by the owner. After 10 days, assuming health checks clear, the pet is released. From Melbourne you can then arrange onward domestic travel to your final Australian city.
