Pet Transport from Lebanon to Australia: Two-Stage Relocation Guide

Lebanon is not an approved country for direct pet import to Australia. DAFF regulations require pets to travel from a country on the approved list, and Lebanon is not on that list. The only legal path is a two-stage process: move your pet to an approved …

Step by step

The Lebanon to Australia import process

Every step must be completed in sequence. A single missed deadline can add months to your timeline. We own the entire process.

1
As early as possible - check FCDO first
Check FCDO travel advice for Lebanon (gov.uk/foreign-travel-advice/lebanon) and confirm that logistics from Beirut are feasible. Begin microchip and rabies vaccination schedule.

Responsible: Owner - FCDO check; vet in Lebanon for vaccinations

Second rabies vaccination (30-365 days after first). Blood drawn for RNATT titre test at a DAFF-approved laboratory.

Responsible: Vet in Lebanon and DAFF-approved laboratory

Critical points

Lebanon is not an approved country for direct import to Australia. A direct flight from Beirut to any Australian airport will result in refusal of entry and return at the owner's expense.

Lebanon's ongoing political and economic instability adds uncertainty to logistics, airline schedules, and government endorsement timelines. Build significant contingency into your plan and check FCDO travel advice at gov.uk/foreign-travel-advice/lebanon before every stage.

All pets entering Australia must fly into Melbourne (MEL) for quarantine at Mickleham. No other Australian entry point is permitted for imported pets.

Why Lebanon pets cannot travel directly to Australia

Australia operates a group-based import system for pets. Countries are assigned to Groups 1 through 6 based on their disease control and surveillance standards. Only pets whose most recent country of residence is in one of these groups can be imported. Lebanon is not assigned to any group, so direct import from Lebanon is not permitted under any circumstances.

The requirement is about continuous documented residency in an approved country, not just the origin of the vaccination record. A pet vaccinated and titre-tested in Lebanon cannot enter Australia directly even if the test result meets Australian standards. The pet must live in an approved country for the required period so that its health history is verifiable under that country’s surveillance system. Source: bicon.agriculture.gov.au, 2026.

Lebanon’s current economic and political situation also affects the practicality of the first leg. Flight schedules from Beirut Rafic Hariri (BEY) can be disrupted. Government endorsement processes at the Lebanese Ministry of Agriculture may take longer than usual. Build contingency time into every stage and have a backup airline option identified.

Choosing the right transit country and planning the two stages

The UK (Group 2), Germany (Group 3), and France (Group 3) are the most practical transit options. MEA, Air France, and Turkish Airlines all operate cargo-capable services from Beirut to European hubs, providing reasonable first-leg options even in periods of reduced schedule frequency.

The Group 2 versus Group 3 distinction matters. UK (Group 2): once the titre test has been passed with a result of at least 0.5 IU/ml, there is no mandatory 180-day post-titre-test residency wait. The pet needs to have genuinely lived in the UK for the period required. Germany and France (Group 3): 180 days must pass from the titre test blood draw date before the pet can travel to Australia.

Whatever transit country you choose, document the residency carefully. DAFF verifies vet records, registration documents, and other evidence of continuous stay. Keep everything. Have a plan B if the first airline option cancels, and keep FCDO advice under review throughout, as it may affect your ability to operate the first leg from Beirut.

Full Australian requirements and Mickleham quarantine

The Australian import requirements apply regardless of which transit country is used. Your pet needs an ISO 11784/11785 microchip implanted before or on the same day as the first rabies vaccination. Two rabies vaccinations are required, starting no earlier than 12 weeks of age, with the second given 30 to 365 days after the first. An RNATT titre test at a DAFF-approved laboratory must return at least 0.5 IU/ml.

Apply for the DAFF import permit via BICON (bicon.agriculture.gov.au) before booking the Australia flight. The permit costs AUD 420. The health certificate must be issued by a government vet in the transit country and must follow the exact DAFF-approved format for that country.

All pets arrive at Melbourne (MEL) and transfer directly to the Mickleham Post Entry Quarantine Facility for 10 days. There are no exceptions to the Melbourne entry point rule. The quarantine cost is paid by the owner. After 10 days, assuming health checks clear, the pet is released. From Melbourne you can then arrange onward domestic travel to your final Australian city.

FAQ

Common questions

No. Lebanon is not an approved country under Australia’s DAFF group system. Pets from Lebanon must first relocate to an approved country such as the UK, Germany, or France, complete the required residency period, and then travel to Australia from that country.
Lebanon’s political and economic instability can affect airline schedules from BEY, Ministry of Agriculture endorsement timelines, and general logistics. Always check current FCDO travel advice at gov.uk/foreign-travel-advice/lebanon before any stage of planning, and build contingency time into your overall timeline.
The UK (Group 2) is generally recommended for speed, as it has no 180-day post-titre-test wait. Germany and France (Group 3) are practical alternatives with good cargo connections via BEY, but they require the full 180-day wait from the titre test blood draw date.
Yes. All pets entering Australia undergo 10 days of mandatory quarantine at the Mickleham Post Entry Quarantine Facility in Melbourne, Victoria. This applies regardless of the transit country used. The cost is paid by the owner.
MEA (Middle East Airlines) serves London Heathrow, Frankfurt, and Paris CDG from BEY. Air France operates BEY to CDG. Turkish Airlines connects BEY via Istanbul to major European hubs. Verify current schedules and cargo availability before booking given Lebanon’s situation.
