All pets travel as cargo on transatlantic flights. No cabin pets on any transatlantic route.

Hawaii has separate quarantine rules that apply to all incoming pets including from Latvia. If Hawaii is your destination, research the HDOA 5-day or 120-day programme well in advance.

CDC Dog Import Form: the step that changed in August 2024

Every dog entering the United States now requires a CDC Dog Import Form, regardless of origin. Latvia is a low-risk EU country under CDC’s classification, which means the DIF process is administrative rather than veterinary. You complete the form online via the CDC portal (cdc.gov/importation), provide your dog’s microchip number and vaccination details, and receive a confirmation receipt.

Print this confirmation or have it accessible on your phone. You will be asked for it at the US port of entry, alongside the USDA health certificate and vaccination records. Without a valid DIF, your dog can be refused entry or detained at the owner’s expense.

This requirement was new as of August 2024 and catches people out. Do not confuse it with a pre-travel vaccination requirement: the DIF is a form, not a vaccination. It is simply a registration that tells CDC you are bringing a dog into the USA.

Routing from Riga to the United States

Riga Airport (RIX) is Latvia’s main hub. airBaltic connects Riga to many European cities but does not operate transatlantic routes. Your pet travels cargo via a European hub to a US city.

Amsterdam (AMS) via KLM is a popular choice. KLM Cargo has established US routes from Schiphol to JFK, Chicago, Atlanta, and other cities. Frankfurt (FRA) via Lufthansa connections is another reliable option, giving access to Lufthansa Cargo’s US network and the Frankfurt Animal Lounge.

New York (JFK), Chicago (ORD), and Atlanta (ATL) are common US entry points for transatlantic pet cargo. Some agents prefer Miami (MIA) for its strong cargo infrastructure. Confirm with your agent which US entry port is best for your final destination.

FAQ

Common questions about Latvia to United States pet transport

Go to cdc.gov/importation and use the CDC Dog Import Portal. You provide your dog’s microchip number, rabies vaccination details, and intended US entry date and port. Latvia is low-risk, so there is no advance scheduling requirement and no veterinary review by CDC. You receive a confirmation document to present at the US border.
Yes, in the sense that Latvia’s EU membership places it in the low-risk category under CDC’s country classification for dog imports. This means no special veterinary holding or additional procedures beyond the standard DIF and USDA health certificate. However, the DIF is still mandatory for all dogs regardless of low-risk status.
Hawaii has the strictest rules: all pets entering Hawaii, including from Latvia, must go through the Hawaii Department of Agriculture (HDOA) programme which includes pre-arrival registration and either a 5-day or longer quarantine. Florida, California, and other states generally follow federal USDA rules without additional requirements, but check your destination state’s official vet authority website to confirm.
