Requirements
What your pet needs to enter United Arab Emirates
Every item below must be in place before your pet can travel. We manage and verify each one.
Microchip
ISO 11784/11785 required, implanted before the rabies vaccination and scannable on arrival at Dubai or Abu Dhabi.
Rabies vaccination
Required. At least 21 days must pass between a first vaccination and travel, or the blood draw can happen straight away if the pet already has a current booster.
Rabies titre test
Required. Kosovo does not appear on MOCCAE's roughly 50-country low-risk list, so a rabies antibody titre test at an accredited laboratory applies, minimum result 0.5 IU/ml, blood drawn at least 21 days after vaccination and no more than 12 months before travel. Unlike the UK's fixed 90-day wait after a passing UK titre, MOCCAE sets no separate mandatory waiting period once the result clears; the pet can travel as soon as the import permit is confirmed. Minimum import age from this category of origin is 15 weeks. Source: USDA APHIS pet travel guidance for the UAE, aphis.usda.gov, 2026.
Quarantine
No routine quarantine for a pet arriving with complete, compliant documentation. Penalty quarantine applies only where paperwork is wrong or missing.
Import permit
Required, applied for online through the relevant emirate's municipality or MOCCAE before departure, valid roughly 30 days from issue.
Health certificate
MOCCAE model veterinary health certificate, endorsed by Kosovo's FVA, presented with the import permit on arrival at Dubai International (DXB) or Abu Dhabi International (AUH).
Export permit (Kosovo)
No standalone export permit separate from the certification process. The Agjencia e Ushqimit dhe Veterinarise (Kosovo Food and Veterinary Agency, FVA) endorses the export health certificate that clears a pet to leave Pristina.
Government endorsement
FVA endorsement on the certificate is required before an airline will accept the paperwork at Pristina. FVA publishes no fixed processing fee or turnaround time, so confirm both directly with a registered vet.
Costs
What this route typically costs
FVA-endorsed veterinary documentation in Kosovo: EUR 60-150
Rabies titre test and laboratory fee: EUR 150-300
MOCCAE or emirate municipality import permit: roughly AED 200-400
IATA-compliant travel crate: EUR 100-350
Cargo fare, Pristina to Dubai via Istanbul or Vienna: EUR 900-2,000 depending on routing and season
Agent fee if used: EUR 200-450
Total typical range: EUR 1,400-3,300
Critical points to read before you book
Wizz Air is the dominant low-cost carrier out of Pristina and carries no pets whatsoever, cabin or hold, beyond a certified assistance dog booked 48 hours ahead. It isn't a usable option regardless of fare.
MOCCAE sets no fixed wait after a passing titre result, a genuinely lighter rule than the UK's 90-day post-blood-draw wait that already applies on Kosovo's UK route. Most of the real delay here is lab turnaround, not a government-imposed clock.
Kosovo isn't on MOCCAE's low-risk list, unlike a country such as Albania, so the titre test itself is non-negotiable for this specific origin, even though the wait afterwards is not.

Not all airlines accept live animals on this route. We know which carriers to use and how to book.
TURKISH
Turkish Airlines
Connects Pristina to Dubai via Istanbul, where Turkish Cargo runs roughly 14 Istanbul-Dubai flights a week, effectively twice daily, using the same Istanbul Pet Lounge the airline operates for connecting animals on layovers over 75 minutes.
Cargo Only
AUSTRIAN
Austrian Airlines
Runs Pristina to Vienna multiple times daily, connecting onward to Vienna-Dubai services. A workable alternative if the Istanbul connection doesn't fit your travel dates.

United Arab Emirates entry requirements at a glance
Getting a pet into United Arab Emirates is a middle of the road process. The rules are well defined, so most of the work is simply staying on schedule.
Getting the details right
Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.
Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.
If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.
Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.
FAQ
Common questions about Kosovo to United Arab Emirates pet transport
Yes. Kosovo doesn’t appear on MOCCAE’s roughly 50-country low-risk list, so a titre test at an accredited laboratory is required, minimum 0.5 IU/ml, blood drawn at least 21 days after vaccination.
No. Unlike the UK, which enforces a 90-day wait counted from the blood draw, MOCCAE sets no separate mandatory waiting period once the result passes. The pet can travel as soon as the import permit is confirmed.
No. Wizz Air does not carry pets, cabin or hold, on any route out of Pristina, the sole exception being a certified assistance dog booked well ahead. Use Turkish Airlines via Istanbul or Austrian Airlines via Vienna instead.
Roughly 30 days from issue. Time the application to fall close to your confirmed travel date rather than applying too early.
10 to 14 weeks is realistic. The titre test’s lab turnaround and the FVA-endorsed certificate process are the main variables, since there’s no fixed post-titre wait working against the timeline the way there is on Kosovo’s UK route.
