For cats, the position is the opposite: there are currently no federal CDC import requirements for cats entering the US. The main documentation obligation for cats is the KVCS export health certificate on the Kazakhstan side.

Kazakhstan export requirements

The KVCS (Committee for Veterinary Control and Supervision, Ministry of Agriculture of Kazakhstan) governs all animal exports. Your veterinarian must be authorised by KVCS to issue the export health certificate. After issuance, KVCS applies their own official endorsement before the certificate is accepted by US authorities.
