Critical points

Kazakhstan's standard export certificate is the EAEU format. For EU entry, an EU-format health certificate is required. Ensure your Kazakh vet can prepare this before starting the process.

90-day wait is fixed from blood draw date. Do not book travel until you know this date precisely.

No direct cargo from Kazakhstan to Portugal. Turkish Airlines via Istanbul is the most direct single-carrier option.

Summer temperature embargoes on Turkish Airlines and Gulf carriers can restrict cargo acceptance.

Portugal's requirements for pets from Kazakhstan

Portugal, as an EU member state, applies EU Regulation 576/2013 to pets from unlisted third countries. Kazakhstan is unlisted. Requirements: ISO microchip before vaccination, rabies vaccination, FAVN titre test at EU-approved laboratory (minimum 0.5 IU/ml, blood drawn 30+ days after vaccination), 90-day wait from blood draw date, and Kazakh Veterinary Committee-endorsed EU-format health certificate valid 10 days.

DGAV (dgav.pt) inspects incoming pets at Lisbon Airport (LIS) cargo terminal. Compliant pets are released without quarantine.

The EU certificate format challenge from Kazakhstan

Kazakhstan’s standard veterinary export certificate is the EAEU format, used for movements within the Eurasian Economic Union (Russia, Belarus, Armenia, Kyrgyzstan, Kazakhstan). This format is not valid for EU entry.

For your pet to enter Portugal, your Kazakh vet must prepare an EU-format health certificate that complies with EU Regulation 2020/692 for non-commercial pet movements from unlisted third countries. This is a specific format that not all Kazakh vets routinely prepare. Identifying a vet with EU export certificate experience, or working with an IPATA-registered agent, is strongly recommended.

Cargo routing from Kazakhstan to Lisbon

Turkish Airlines is the most direct cargo option. Almaty (ALA) or Astana (NQZ) to Istanbul (IST), then IST to Lisbon (LIS). Turkish Airlines Cargo handles live animals on both segments.

Air Astana from Almaty to Amsterdam Schiphol (AMS) is an alternative for the long-haul leg. From Amsterdam, a short feeder flight to Lisbon on TAP Air Portugal or another carrier completes the routing. The advantage of Air Astana is using Kazakhstan’s national carrier for the main leg.

Emirates via Dubai is a longer option. Confirm all legs accept live animal cargo before booking any routing.

FAQ

Common questions about this route

An EU-format health certificate complying with EU Regulation 2020/692 is required for Portugal entry. Kazakhstan’s standard EAEU-format certificate is not valid for EU entry. Confirm your Kazakh vet can prepare the EU format before starting the documentation process.
Yes. Kazakhstan is EU-unlisted. A FAVN titre test with a result of at least 0.5 IU/ml and a 90-day wait from the blood draw date are required before your pet can enter Portugal or any other EU member state.
Turkish Airlines via Istanbul is the simpler single-carrier option from Almaty or Astana directly to Lisbon. Air Astana via Amsterdam is an alternative using the Kazakh national carrier but requires a short AMS-to-LIS connection. Both are viable.
DGAV (Direcção-Geral de Alimentação e Veterinária) inspects incoming pets at LIS cargo terminal. They check the Kazakh Veterinary Committee-endorsed EU-format health certificate, verify the microchip, and assess the pet’s condition.
A minimum of 22 to 28 weeks from first vet appointment to Portugal arrival. The 90-day wait from the FAVN blood draw date is the main constraint.
