Overview
Kazakhstan is an EU unlisted country, which means the full titre-test process applies for France entry: FAVN test, 90-day wait, and a government-endorsed EU health certificate. The distance from Almaty or Astana to Paris adds practical complexity to the sample shipping step. Air Astana or Turkish Airlines via Istanbul are the main cargo options. Plan five to six months minimum.

Critical points

Read before you book

⚠ Kazakhstan is one of the longer-haul Central Asia to France routes. Build in extra time for international sample shipping from Almaty or Astana to an EU-approved laboratory.
⚠ The Committee of Veterinary Control government endorsement is a separate administrative step from your private vet visit. Confirm lead times in advance.
⚠ 90-day wait starts from blood draw date, not results date.
⚠ France has Category 1 and Category 2 dog restrictions. If your breed might fall into these categories, check French breed legislation before travel.

Sample shipping from Kazakhstan: planning the laboratory step

The FAVN titre test must go to an EU-approved laboratory. These are mostly in Western Europe, the UK, or the USA. From Kazakhstan, international sample shipping is a more involved step than from Georgia or Armenia. The blood must be drawn, correctly preserved, and shipped to the lab by a courier that handles biological samples across international borders.

Allow three to five weeks from blood draw to receiving your result. Confirm with your vet that they have experience with international FAVN sample handling. If not, a pet transport agent based in Kazakhstan or one with experience on this corridor can coordinate the laboratory, the courier, and the sample documentation. A mislabelled or improperly stored sample means starting again.

Air Astana's cargo network and the France routing options

Air Astana, Kazakhstan’s national carrier, flies from Almaty (ALA) and Nur-Sultan (NQZ) to Frankfurt, Paris CDG, and other European cities. Whether Air Astana Cargo accepts live animals on the France-bound segments needs direct confirmation; their live animal policy is worth checking before committing to a routing.

Turkish Airlines via Istanbul is the more established option for live animal cargo from Kazakhstan to France. IST is a major hub for this corridor, and Turkish Airlines Cargo has consistent live animal handling on transatlantic and European routes. From IST, the connection to CDG is about three hours. Total journey from ALA to CDG is typically seven to ten hours.

FAQ

Common questions

No. Kazakhstan’s various agreements with the EU, including the Enhanced Partnership and Cooperation Agreement (EPCA), cover trade and political cooperation but do not alter EU veterinary import classifications for pets. Kazakhstan remains an EU unlisted country and the full titre test plus 90-day wait process applies. Source: Commission Delegated Regulation (EU) 2026/131.
Only if the laboratory is on the EU’s approved list. EU-approved laboratories are listed at food.ec.europa.eu. Some laboratories in Russia have historically held EU approval, but the EU-approved list changes. Check the current list before sending samples anywhere. If the lab is not on the EU list, the test result will not be accepted.
A passing FAVN result remains valid for the dog’s lifetime if rabies vaccination coverage has been maintained continuously without lapse. If you have kept up with boosters since the original titer was done, the result may still be valid. If there was any gap in vaccination coverage, the result is no longer valid and a new titer must be done.
