Critical points to read before you book
Helsinki Vantaa Airport (HEL) is the only approved border inspection post for non-EU origin pets arriving in Finland by air. All cargo must terminate at HEL for clearance by Ruokavirasto. This applies regardless of which carrier you use.
Check whether Finnair Cargo accepts live animals on the ALA-HEL route before planning. Finnair has historically accepted live cargo on some international routes but policies can change. Confirm the current status directly with Finnair Cargo.
Kazakhstan's Eurasian Economic Union membership provides veterinary equivalence within the EaEU but has no effect on EU/Finnish import rules. The full EU unlisted process applies.

If confirmed, this gives a significantly simpler cargo journey. The pet goes straight from Almaty to Helsinki Vantaa, which is exactly the border inspection post needed for non-EU origin clearance.
If Finnair Cargo is not an option, the Turkish Airlines routing via Istanbul remains the most practical alternative. IST to HEL is a well-served route and Turkish Airlines Cargo has live animal acceptance at IST.
Finland's requirement and what it means in cargo terms
Ruokavirasto restricts non-EU origin pet arrivals to two entry points: Helsinki Vantaa Airport (HEL) and the Vaalimaa land border with Russia. For a Kazakhstani pet, HEL is the practical destination.
The cargo booking must explicitly confirm that Helsinki Vantaa is the final destination and the border inspection post. A pet arriving at any other Finnish airport from Kazakhstan cannot be cleared. Make sure your cargo confirmation documents state HEL as the terminal point and that the airline has confirmed live animal handling at HEL.
Ruokavirasto border vets at HEL are experienced with unlisted country arrivals. Present all documents in a clear order: health certificate (within 10 days), FAVN titre test result (blood draw date and 0.5 IU/ml or above), vaccination record (dated after microchip and at least 21 days before travel), and microchip number documentation.

From Kazakhstan, you would first need to fly to an EU country and clear entry there (which requires the same FAVN titre test and 90-day wait), then drive or take a ferry to Finland. This does not simplify the process. The paperwork requirements are the same regardless of the mode of final travel into Finland, and a land entry from an EU country into Finland does not require separate clearance once your pet has entered the EU properly at its first EU entry point.
