What this route typically costs
Critical points
Japan likely Category C for AVS: titre test + 6-month wait + 30-day quarantine all apply.
Health certificate dual window is tight: within 10 days of travel AND within 7 days of Singapore arrival.
Pre-book SQS quarantine early. Limited spaces.

Two meticulous systems, one demanding route
Japan’s AQS has one of the world’s most rigorous pet import systems. Singapore’s AVS is equally thorough on the import side. Moving a pet between them requires satisfying both.
From Japan, the AQS export health certificate must be in AVS Singapore’s required format and issued within a dual timing window: within 10 days of travel from Japan AND within 7 days of arrival in Singapore. With a 7-hour NRT-SIN flight, these windows overlap comfortably, but plan the AQS appointment accordingly.
From Singapore’s perspective, Japan is likely Category C. The FAVN titre test and a 6-month wait from blood draw apply. Then 30 days of mandatory quarantine at the Singapore Quarantine Station on arrival, regardless of how thorough the pre-travel documentation is. Pre-book the quarantine slot early; spaces fill ahead of the application deadlines.
ANA or Singapore Airlines: which to choose
ANA Cargo from Narita or Haneda to Changi is the most direct option from Japan, with ANA’s cargo team having daily familiarity with AQS export documentation requirements. JAL Cargo operates the same route and is equally AQS-experienced.
Singapore Airlines Cargo runs the same NRT-SIN route in the opposite direction. As the Changi national carrier, their arrival-side knowledge of AVS import procedures is deep. All three are solid choices for this route.
Managing the three parallel tracks
While the 6-month wait ticks down, three administrative tracks need to run simultaneously. AVS import permit application (30+ days, via AVS e-service). SQS quarantine pre-booking (limited spaces, book as soon as your approximate travel month is known). Cargo booking and AQS health certificate arrangement (4-6 weeks before departure).
An experienced agent who has managed Japan–Singapore moves handles these tracks as routine. Going it alone is possible but requires close attention to overlapping deadlines.
