Pet Transport from Japan to Malaysia
Japan's recognition as a WHO rabies-free country is relevant on this route because Malaysia's DVS categorises origin countries by their rabies risk status. Whether Japan falls under Malaysia's 'scheduled country' category (which carries …
The Japan to Malaysia pet import process
Each step must be completed in a precise sequence. Start early. We manage every stage and deadline.
What your pet needs to enter Malaysia
Every item below must be in place before your pet can travel. We manage and verify each one.
What this route typically costs
Critical points to read before you book
Japan is rabies-free. Whether this qualifies Japan as a 'scheduled country' for Malaysian DVS purposes, and whether the titre test is waived, must be confirmed with DVS Malaysia before you begin. Do not assume either outcome.
Malaysia updated its quarantine rules in December 2024. The minimum quarantine period is now 14 days for arrivals from most countries. Confirm current rules directly with DVS.
Do not travel without confirmed DVS pre-approval and MAQIS import permit. Arriving without these permits will result in the pet being detained.
Malaysian breed bans are enforced. Confirm your breed is not on the restricted list before booking.
Even if Japan's rabies-free status reduces some requirements, parasite treatment and a DVS-compliant health certificate remain mandatory.

Japan's rabies-free status and Malaysia's DVS categories
Malaysia’s Department of Veterinary Services classifies origin countries by their disease risk profile. ‘Scheduled countries’ face lighter import requirements; non-scheduled countries face the full titre test pathway with a 90-day wait. Japan, as a rabies-free country recognised by the World Organisation for Animal Health (WOAH), sits in a different risk bracket to endemic countries like India or Thailand.
Contact DVS Malaysia (the Department of Veterinary Services) or a licensed Malaysian pet relocation agent early in your planning. Ask specifically whether Japan is currently on the scheduled country list and what requirements apply. The DVS classification list can change, so confirm the current position rather than relying on information from previous years.
If Japan is treated as a scheduled country, the 90-day titre test wait may not apply, significantly shortening your preparation timeline. If Japan is in the non-scheduled category, the full FAVN process is required. The answer shapes everything else about your timeline and budget.
DVS pre-approval, MAQIS permit and quarantine at KLIA
Regardless of how Japan is classified by DVS, the two permits remain mandatory: DVS pre-approval and a MAQIS (Malaysian Quarantine and Inspection Services) import permit. Both must be in hand before the pet travels. Work with a Malaysian agent to navigate the permit applications efficiently if you are not already familiar with the DVS process.
On arrival at Kuala Lumpur International Airport (KLIA), the pet goes to the DVS government quarantine station. The minimum quarantine period as of December 2024 is 14 days. DVS revised this from the previous 7-day minimum, so check that your agent or the DVS pre-approval office is working from current figures.
Quarantine costs approximately RM 400-800 for 14 days. Visit schedules vary by facility; ask the KLIA quarantine station directly what visiting hours apply when you book. DVS staff observe the pet’s health throughout the quarantine period.
Airlines from Tokyo to Kuala Lumpur
Japan Airlines (JAL) and ANA operate the Tokyo-Kuala Lumpur corridor, both with cargo services for pets. Malaysia Airlines (MH) also flies this route and runs its MASKargo service. Direct routing from Tokyo Narita (NRT) or Haneda (HND) to KUL is available on all three carriers.
JAL does not accept pets in the passenger cabin on international flights, which is standard for long-haul Japanese carriers. All pets travel in a temperature-controlled hold. Rigid IATA-compliant crates are required. Book cargo space well ahead for large pets; live animal slots are limited per flight.
Malaysia Airlines MASKargo has experience receiving live animal shipments at KLIA. Given that the pet’s documentation is checked at KLIA by DVS on arrival, using a carrier familiar with the Malaysian customs process can reduce friction.
