Japan's EU-listed status and the AQS health certificate process
The EU distinguishes between listed and non-listed third countries under Regulation 576/2013. Listed countries have rabies controls that the EU considers equivalent to its own. Japan is listed, which means Japanese pets entering Germany need only an ISO microchip, a valid rabies vaccination, and the AQS-endorsed EU-format health certificate. No titre test. No 3-month wait. The AQS (Animal Quarantine Service) is Japan’s official authority for animal export health certification. Japanese law requires pets being exported to be examined at an Animal Quarantine Station before departure. This examination confirms the pet’s identity, vaccination status, and health condition. Book the AQS appointment two to three weeks before travel to ensure it falls within the 10-day health certificate validity window. The certificate costs approximately JPY 10,000-30,000 (EUR 60-185).
Lufthansa direct to Frankfurt and Germany's Bundesland breed rules
Lufthansa Cargo operates direct from Tokyo Narita (NRT) and Haneda (HND) to Frankfurt (FRA) and accepts live animal cargo on this route. ANA Cargo also offers a direct NRT-FRA service. Both airlines have established live animal handling at Frankfurt, which is Germany’s main cargo entry point.
Germany bans Pit Bull Terrier and Tosa Inu at federal level. Each Bundesland then adds its own restrictions; Bavaria is the most restrictive, covering Rottweiler, American Bulldog, and a range of other breeds. The rules vary significantly from state to state.
