Overview

Moving a dog or cat from Jamaica to Singapore is very doable with the right preparation. Expect around 18-22 weeks of lead time to line up the documents and the fixed waiting periods. Factor in 30 days of quarantine at the destination.

You will need a rabies titre test, which adds a mandatory wait, so begin it as soon as possible. The full checklist, requirements and airline options are set out below.

Step by step

The Jamaica to Singapore process

1
8-12 weeks before travel.
Apply for the Jamaican VSD export permit. Do this before anything else is booked.

Responsible: Owner, via the VSD

2
Can start in parallel with the permit application.
Microchip, then rabies vaccination.

Responsible: Jamaican vet

3
Around week 4-6.
Blood draw for the WOAH titre test, at least 28 days after vaccination.

Responsible: Jamaican vet, external laboratory

4
Weeks 6-19 approximately.
Wait the mandatory 90 days from the blood draw date before export, regardless of when the lab result itself arrives.

Responsible: N/A, fixed clock

5
As early as the wait allows.
Apply for the AVS import licence and book an AQC quarantine slot, run alongside the 90-day wait.

Responsible: Owner or agent

6
4-6 weeks before travel.
Book cargo: Singapore Airlines SIN-LHR, then British Airways World Cargo or Virgin Atlantic LHR-KIN.

Responsible: Owner or agent

7
Close to departure, inside AVS's accepted window.
VSD-authorised vet exam and export certificate.

Responsible: VSD-authorised vet

8
Day of arrival onward.
Arrival at SIN, CAPQ inspection, transfer to the AQC for the 30-day quarantine.

Responsible: AVS, CAPQ, AQC staff

Checklist

Singapore: entry requirements

RequirementDetail
MicrochipISO 11784/11785 chip required, fitted before the rabies vaccination that starts the titre-test clock.
Rabies vaccinationRequired before export. Jamaica does not appear on AVS Schedule I or Schedule II, so it falls under Schedule III, and pets are revaccinated against rabies on arrival regardless of their Jamaican vaccination record. Source: AVS, avs.nparks.gov.sg, fetched 21 July 2026.
Rabies titre testRequired. WOAH-prescribed rabies neutralising antibody test, minimum 0.5 IU/ml, blood drawn at least 28 days after vaccination, at a WOAH reference laboratory or a laboratory approved by a Schedule I or II country. The result has to be dated between 90 days and 12 months before export, a fixed 90-day floor from the blood draw to the earliest possible travel date.
QuarantineMinimum 30 days at the Animal Quarantine Centre (AQC), the facility once known as Sembawang Animal Quarantine Station. Current fees (1 December 2025 to 30 November 2026): SGD 26 a day fan-cooled or SGD 35 a day air-conditioned, plus a SGD 75 airport-to-AQC transfer fee. Rates rise again from 1 December 2026.
Import permitAVS import licence via the GoBusiness Licensing Portal, applied for before departure. Fee SGD 50 standard, SGD 100 express.
Health certificateVSD-endorsed certificate, completed close to departure. Book the Changi Animal & Plant Quarantine Station (CAPQ) inspection at least 5 days ahead of arrival; a walk-in inspection costs SGD 133 an hour.

Critical points

Read before you book

⚠ Jamaica requires its own export permit on top of everything Singapore asks for. Apply through the VSD 8-12 weeks ahead; this is the step most likely to be left too late.
⚠ Jamaica is not on AVS Schedule I or Schedule II, so it defaults to Schedule III: a WOAH titre test, a 90-day wait from blood draw, and 30 days at the AQC on arrival. Confirmed against AVS's import page, fetched 21 July 2026.
⚠ No airline flies Kingston to Singapore directly. The workable routing goes via London Heathrow, so confirm live animal cargo acceptance on both the KIN-LHR and LHR-SIN legs separately.
⚠ Singapore's breed ban list (Pit Bull types, Akita, Boerboel, Dogo Argentino, Fila Brasileiro, Perro de Presa Canario, Tosa) has no exemptions and applies regardless of Jamaican paperwork.
Carriers

Airlines on this route

Singapore Airlines
Operates a well-established long-haul SIN-London Heathrow (LHR) service, the natural first leg for a Kingston-bound pet, with a live animal facility at Changi on the outbound end.
Cargo Only
British Airways
Handles the Kingston leg. British Airways World Cargo's Norman Manley (KIN) to London Heathrow service is already verified on this site's Germany-Jamaica route as the established cargo connection for this corridor; the same KIN-LHR leg is the piece a Singapore itinerary needs at the far end.
Cargo Only
Virgin Atlantic
An alternative on the same KIN-LHR sector, also confirmed on this site's Jamaica-Germany route. Useful as a second option if British Airways' live animal cargo space is full on your dates.
Cargo Only

What Singapore requires

Bringing a pet into Singapore involves a fair amount of documentation. Keep everything organised and check each item against the current requirements before you book.

Avoiding the common mistakes

If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.

Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.

Confirm live animal acceptance on every flight segment before booking. Not all aircraft or connections take pets, and cargo terms can differ leg to leg.

Keep every original document together and take copies. Border officials want originals, and a missing signature or date can hold up clearance.

FAQ

Common questions

The Veterinary Services Division (VSD) issues an export permit for all dogs and cats leaving Jamaica, separate from Singapore’s own requirements. Apply 8-12 weeks before travel. It’s the step most owners on this route underestimate, since it has no equivalent on Singapore’s side and can’t be rushed.
AVS lists only four Schedule I countries and 31 Schedule II countries. Jamaica appears on neither list, so under AVS’s own veterinary conditions it defaults to Schedule III, which carries the WOAH titre test and 30-day AQC quarantine. Confirmed against avs.nparks.gov.sg, fetched 21 July 2026.
No. The established routing goes via London Heathrow, with Singapore Airlines covering the SIN-LHR leg and British Airways World Cargo or Virgin Atlantic covering KIN-LHR. Confirm live animal cargo acceptance on both legs before booking.
Allow 18-22 weeks. The 90-day wait from the titre test blood draw sets the pace, and the VSD export permit (8-12 weeks) has to run early enough not to hold up the rest. Both can overlap with the titre wait if started promptly.
At current AVS rates, SGD 26 a day fan-cooled or SGD 35 a day air-conditioned, so SGD 780-1,050 for the 30-day minimum, plus a SGD 75 transfer fee from the airport inspection point. This rate is in force until 30 November 2026, after which AVS’s published fee increase applies.
