Requirements
What your pet needs to enter Germany
Every item below must be in place before your pet can travel. We manage and verify each one.
Microchip
Required. ISO 11784/11785 (15-digit). Must be implanted before the rabies vaccination.
Rabies vaccination
Required. At least 21 days since primary vaccination before titre test blood draw. Full vaccination records required.
Rabies titre test
Required. Jamaica is an unlisted country for EU pet import. FAVN or ELISA titre test at an EU-approved laboratory. Minimum result 0.5 IU/ml. Blood must be drawn at least 30 days after vaccination. A 90-day wait from the date of the successful blood draw result must pass before entry into Germany (and the EU). Source: EU Regulation 2020/692.

No routine quarantine for compliant arrivals in Germany.
Import permit
Not required.
Health certificate
EU-format non-commercial health certificate from VSD-authorised vet, endorsed by VSD. Valid for 10 days as entry document.
Export permit (Jamaica)
An export permit is required for dogs and cats leaving Jamaica. Issued by the Veterinary Services Division (VSD). Apply in advance of travel.
FAVN titre test at EU-approved laboratory (blood draw plus processing): JMD 15,000-35,000 (approximately EUR 90-210) plus international sample shipping
EU health certificate from VSD-authorised vet: JMD 5,000-15,000 (approximately EUR 30-90)
Cargo Kingston to Germany (via London or Madrid hub): EUR 600-2,000 depending on carrier and crate size
IATA travel crate: EUR 80-300
Pet transport agent (recommended): EUR 400-1,000
Total typical range: EUR 900-3,500 across a 5-7 month preparation period
Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date.
Jamaica requires an export permit for pets. Apply for this through the VSD well in advance. Do not leave it until the week of travel.
Microchip before vaccination. If the chip is implanted after the rabies vaccination, the vaccination does not count for EU purposes and the entire sequence must restart.
The London Heathrow transit requires that your cargo booking covers both the KIN-LHR and LHR-FRA legs, with live animal acceptance confirmed on each leg in writing.

The export permit requirement: a Jamaica-specific step
Jamaica requires an export permit for dogs and cats leaving the country. This is issued by the Veterinary Services Division (VSD) of the Ministry of Industry, Commerce, Agriculture and Fisheries. The permit application should be submitted well in advance of travel, not left to the week of departure.
The VSD also authorises the veterinarians who may issue the export health certificate for EU entry. Not all private vets in Jamaica are on this approved list. The VSD can confirm which practitioners are authorised for EU-format export health certificates.
The export permit and the EU health certificate are separate documents. The permit governs leaving Jamaica; the health certificate governs entering Germany. Both are required.
Routing from Kingston to Frankfurt via London
Kingston Norman Manley International (KIN) is Jamaica’s main international airport. British Airways operates regular services from KIN to London Heathrow (LHR), and British Airways World Cargo accepts live animal freight on this route.
From London Heathrow, connections to Frankfurt, Munich, Dusseldorf, and other German cities are available via Lufthansa Group and British Airways partners. The full KIN-LHR-FRA routing takes approximately 14-16 hours total.
One point to manage carefully: you need live animal cargo acceptance confirmed on both the KIN-LHR and LHR-FRA legs separately. A booking on British Airways from KIN to LHR does not automatically guarantee onward live animal cargo acceptance at LHR. Your cargo agent should handle this as a single coordinated booking.
Montego Bay Sangster International (MBJ) is Jamaica’s second airport. Some seasonal services operate from MBJ, including Condor leisure flights that sometimes include cargo to Germany. Confirm availability for your dates before treating MBJ as a primary option.
FAQ
Common questions about Jamaica to Germany pet transport
No. Jamaica does not have a veterinary equivalence agreement with the EU. It is an EU unlisted country for pet travel purposes, and the full unlisted process applies: FAVN titre test at an EU-approved laboratory, 90-day mandatory wait from the blood draw date, and an EU health certificate endorsed by the VSD. In addition, Jamaica requires its own export permit for outgoing pets.
The Veterinary Services Division (VSD) is part of Jamaica’s Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF). It is responsible for animal health regulations, export permits, and authorising veterinarians for export health certificates. Contact them via the MICAF website at micaf.gov.jm or visit their Kingston office directly to initiate the export permit process.
Yes, provided the laboratory is on the EU-approved list (published at food.ec.europa.eu). Several US laboratories are EU-approved for FAVN testing, including Kansas State University Veterinary Diagnostic Laboratory. However, the blood sample must be drawn in Jamaica and shipped correctly to the US lab, which adds complexity. European labs may offer comparable turnaround with less complex shipping logistics from the Caribbean.
