The DAFF import permit: why it comes before everything else
DAFF issues import permits before you begin any veterinary preparation. The permit specifies the exact conditions your pet must meet, the approved laboratories for the RNATT, and the health certificate format. Starting vet work without a permit is a gamble because if the conditions on the permit differ from what you have already done, steps may need to be repeated.
Apply at permit.daff.gov.au. The application asks for details about your pet including species, breed, microchip number, origin country, and proposed travel dates. Processing takes four to six weeks. The permit is issued before travel and accompanies your pet’s documentation.
Official identity verification and the quarantine reduction
Australia’s Group 3 process has one critical optional step that is not really optional if you want to minimise quarantine time: official identity verification by a government vet in Jamaica before the RNATT blood draw.
If this verification is completed, your pet’s minimum quarantine at Mickleham is 10 days. If it is not completed, the minimum is 30 days. The difference in quarantine fees, welfare stress for your pet, and your own travel arrangements makes this step worth organising even if it takes an extra appointment. The VSD (Veterinary Services Division) handles this in Jamaica. Your pet transport agent can coordinate the appointment.
Routing from Jamaica to Melbourne
There are no direct Kingston-to-Melbourne cargo flights. The most practical routing goes via Miami (MIA) with Caribbean Airlines, then Qantas cargo from MIA to Melbourne (MEL). An alternative routes via London Heathrow (LHR) on British Airways, then Qantas or BA cargo to MEL. A third option uses American Airlines from Kingston or Montego Bay to Los Angeles (LAX), then Qantas cargo LAX-MEL.
Each of these routings involves a significant trans-Pacific or trans-Atlantic cargo leg. Confirm with each carrier that live animal cargo is accepted on the specific flights, dates, and aircraft type before booking. Qantas Freight handles the final Australia-bound leg for most of these routings.
