Which United Arab Emirates rules depend on a pet coming from Italy?

The United Arab Emirates sorts countries into 2 groups, and Italy falls in “High-risk countries”.

Rabies titre test (at least 0.5 IU/ml, approved laboratory, valid 365 days) required; animal at least 15 weeks old. Official source

These rules apply to that group, on top of the rules every pet follows:

The rules that apply to every pet entering the United Arab Emirates, whatever the origin, are listed with their official sources in our United Arab Emirates guide.

What does Italy require before your pet leaves?

  • Export health certificate: For travel to a non-EU country, any health certificate needed is issued by the veterinary service of the owner's local health authority (ASL); requirements depend on the destination, so check with that country's embassy (Ministry of Health page updated 3 January 2025). Applies to dogs and cats leaving Italy for non-EU countries.
In viaggio all'estero - Paesi Terzi (aggiornato il 03/01/2025), checked 2 October 2026
  • Export health certificate: ASL Roma 1 (page updated 5 March 2026) confirms that travel with a dog, cat or ferret to a non-EU country requires the international export certificate issued by the competent authority, which in Italy is the ASL. Applies to dogs, cats and ferrets leaving Italy for a non-EU country.
Certificato di Espatrio, checked 1 October 2026
  • Other conditions: The Ministry of Health says the pet passport is needed to travel outside Italy, together with any health document or certificate the destination country requires (page updated 3 January 2025). Applies to dogs, cats and ferrets leaving Italy.
Consigli utili per viaggiare con i nostri animali, checked 2 October 2026
  • Other conditions: Italian customs (ADM traveller's customs guide, July 2025, section on travel to and from non-EU countries) say dogs, cats and ferrets may cross national borders only if older than three months, unless the competent authority grants a derogation for specific cases. Applies to dogs, cats and ferrets crossing Italian borders, including leaving for non-EU countries.
Carta doganale del viaggiatore (July 2025), checked 2 October 2026
  • Other conditions: The ASL charges for the export certificate (certificato di espatrio). Example from ASL Roma 1 (page updated 5 March 2026): EUR 27 for the SIP-system certificate outside the EU, EUR 60 when the destination country's form is used, EUR 80 for Australia, and EUR 40 for a clinical visit with microchip reading. The page does not give the charges of other ASLs. Applies to dogs, cats and ferrets registered in ASL Roma 1 and leaving for a non-EU country.
Certificato di Espatrio, checked 1 October 2026
