Which Hong Kong rules depend on a pet coming from Israel?
Hong Kong sorts countries into 4 groups, and Israel falls in “Group IIIB”.
Minimum 120 days' quarantine; no titre test; rabies vaccination certificate optional Official source
These rules apply to that group, on top of the rules every pet follows:
- Quarantine: Group IIIB: minimum 120 days' quarantine in an AFCD Animal Management Centre or a Licensed Quarantine Centre. Applies to dogs and cats from Group IIIB.
DC-03 Permit terms, Group IIIB, checked 2 October 2026 - Quarantine: AFCD quarantine kennels must be booked (form PC100); the estimated average wait is about 3 months for dogs and 6 months for cats. Applies to dogs and cats needing quarantine (Groups IIIA and IIIB).

What does Israel require before your pet leaves?
- Export health certificate: Anyone leaving Israel with a pet needs an export health certificate, obtained through any private veterinarian, then checked by a government veterinarian, who examines the animal and confirms it is healthy and vaccinated as required, at the district Veterinary Services office. Applies to dogs and cats leaving Israel.
יצוא חיות מחמד: מידע כללי והמלצות (pet exports, updated 06.05.2024), checked 2 October 2026 - Export health certificate: The export health certificate is valid for 10 days from signing for departure from Israel. Applies to dogs and cats leaving Israel.
יצוא חיות מחמד: מידע כללי והמלצות (pet exports, updated 06.05.2024), checked 2 October 2026 - Export health certificate: Israel Ministry of Agriculture and Food Security, service page 'הנפקת תעודת בריאות לחיות מחמד (כלבים וחתולים) היוצאות לחו"ל' (sections shown on choosing the destination; read 2026-10-02): pets leaving Israel must carry an international health certificate issued by the competent authority, Veterinary Services and Animal Health. For the destination option covering Canada, the EU, Uzbekistan, Moldova, Egypt, Mexico, Thailand, China and Nicaragua, the private vet applies online in the Yaale system and the owner collects the signed certificate at a government Veterinary Services office at least 48 hours after the approval email. For the USA and Azerbaijan the digitally signed certificate is emailed, with no office visit. For other destinations the private vet completes and signs the certificate and the owner then takes it to a government office for approval. Applies to dogs and cats leaving Israel.
