Critical points

From 1 April 2026, an AVS-recognised pet agent is mandatory for Schedule III CAPQ clearance. Appoint one first.

30-day AQC quarantine is mandatory. It applies to all Indonesian pets, including those from Bali and other islands.

Book the AQC place before confirming cargo flights. AQC availability is limited.

DGLAHS processing takes 3-4 weeks. Start the export permit early.

Indonesia's Schedule III status and the Bali rabies context

Singapore’s AVS classifies Indonesia as Schedule III based on the country’s disease risk profile. Indonesia, and Bali in particular, has a significant history of rabies in its dog population. AVS applies the Schedule III classification to all of Indonesia; there is no distinction between Bali, Jakarta, Lombok, or other Indonesian regions.

Schedule III classification means mandatory 30-day AQC quarantine for all cats and dogs arriving from Indonesia. The quarantine serves as a health screening period and ensures no disease is introduced into Singapore’s rabies-free environment. Pets that have been microchipped, vaccinated, and titre-tested still complete the full 30 days.

Pre-booking the AQC is essential. Singapore has a limited number of approved quarantine centres with restricted capacity. Do not confirm your cargo booking until the AQC place is secured.

DGLAHS export documentation from Indonesia

Indonesia’s DGLAHS (Directorate General of Livestock and Animal Health Services) is the authority for export permits and health certificate endorsements. Your Indonesian vet prepares the health certificate in AVS Singapore format; DGLAHS endorses it. Allow 3 to 4 weeks for DGLAHS processing.

The titre test blood draw happens at your Indonesian vet, with the sample shipped to an AVS-approved laboratory. Confirm the lab is on AVS’s current approved list before the draw. Once you have the titre result and the DGLAHS export permit, the documentation set is nearly complete.

From 1 April 2026, an AVS-recognised pet agent must handle the CAPQ clearance when your pet arrives in Singapore. The agent coordinates the documentation submission, manages the handover to the AQC, and ensures CAPQ requirements are met. Select an agent with experience of Indonesia to Singapore moves, as the DGLAHS documentation specifics differ from those of other regional countries.

The flight from Indonesia to Singapore

Singapore Airlines operates cargo services from Jakarta (CGK) and Bali (DPS) to Singapore Changi (SIN). Garuda Indonesia also offers cargo on the same routes. The CGK or DPS to SIN flight takes 1.5 to 2 hours, making it one of the shorter cargo journeys in the region.

Confirm live animal acceptance on your specific flight with the cargo desk before booking. Bali to Singapore routes are well-served for cargo, but individual aircraft types may have restrictions. Getting written confirmation from the carrier is important before the health certificate is issued.

On arrival at Changi, your AVS-recognised agent meets the shipment at CAPQ. The agent presents the documentation, AVS staff inspect the pet and verify the health certificate, microchip, and titre test records, and the pet is then transferred to the AQC for the 30-day quarantine.
