What exactly does Portugal's customs require from an Indonesian pet?
Portugal, as an EU member state, applies the same rules to pet imports from all non-listed third countries. Indonesia is not on the EU’s approved list, so there are no shortcuts, regardless of whether your pet is from Jakarta, Bali, or another part of Indonesia.
The requirements begin with a microchip. The ISO 11784/11785 chip must be implanted before the rabies vaccination is given. Once the chip is confirmed working, the vaccination is administered. After at least 30 days, blood is drawn for the FAVN titre test. This sample must go to an EU-approved laboratory. Once the result comes back at 0.5 IU/ml or above, the 90-day wait begins from the blood draw date.
The health certificate is the final piece before travel. A BARANTAN-authorised vet issues it in EU Annex IV format within 10 days of the flight. BARANTAN (Indonesia’s National Agency for Quarantine, Fish Control and Food Safety) endorses the certificate and issues the export permit. Both documents travel with your pet.
Portuguese customs at Lisbon airport (LIS) will check the microchip, verify the vaccination and titre test dates, and confirm the 90-day period was completed before travel. With all documents in order, your pet is released the same day.
Practical steps when based in Bali or outside Jakarta
Families based in Bali face a slightly more complicated logistics picture. BARANTAN has regional offices in Bali, so export documentation can be processed there. However, finding an EU-approved laboratory for the titre test can be more difficult outside Jakarta.
In Bali, your vet may need to ship the blood sample to a laboratory in Jakarta or, in some cases, to an EU-approved lab in another country such as Singapore or Australia. Confirm which lab your vet works with, and verify that the lab is on the EU-approved list before the blood is drawn. An approved lab list is published by the EU and updated regularly.
If you are in Bali, the domestic connection from Denpasar (DPS) to Jakarta (CGK) is also required before the international leg. Most cargo routings from Indonesia to Portugal transit through Jakarta regardless of where the journey starts, so your pet will need to be moved from Bali to Jakarta before the long-haul departure. Your transport agent should coordinate this domestic leg as part of the overall plan.

KLM’s CGK-AMS direct route is often the most efficient path. Amsterdam Schiphol has good connections to Lisbon via KLM Cargo, and the Schiphol team handles Indonesian live animal imports regularly. Qatar Airways Cargo via Doha (DOH) is a strong alternative, particularly for pets whose size or weight makes the KLM routing less straightforward.
Cargo costs from Jakarta to Lisbon typically run USD 1,000-2,400. Smaller pets in compact crates are toward the lower end; larger dogs in reinforced crates toward the upper. Transit time matters for the animal, so where possible choose routings with the shortest transit time in intermediate hubs.
