Critical points
The SPSIC must be secured before travel. Arriving at Manila without it means BAI cannot release your pet. Apply early and allow several weeks for processing.
Home quarantine for 30 days requires a confirmed residential address in the Philippines from arrival. The pet must remain at that address throughout the quarantine period.

SPSIC application from Indonesia: what to submit
The SPSIC is applied for online through the BAI portal at bai.gov.ph. From Indonesia, you submit your pet’s microchip number, vaccination records (including antiparasitic treatment), a photo of the pet, and proof of microchip implantation.
Documents are uploaded as PDF or JPG files, each under 5MB. Where multiple documents are required, merge them into a single file where the portal allows.
Allow several weeks for BAI processing. The SPSIC fee is paid on arrival at the Veterinary Quarantine office at Manila airport, not at the time of application. The SPSIC must be in hand before you travel, not issued on arrival.
Indonesia to Philippines vs Indonesia to Thailand: what changes
Both are Southeast Asian destinations with manageable preparation timelines, but the arrival experience differs.
Thailand has no routine quarantine if documentation is correct. Your pet is checked on arrival and, if compliant, proceeds with you immediately. The preparation timeline is 4-8 weeks.
The Philippines uses home quarantine rather than facility quarantine. Your pet arrives, is inspected by the BAI officer at MNL, then is released to you for a 30-day home quarantine at your confirmed address in the Philippines. You need to have that address confirmed before travel.
Neither destination requires a titre test. The Philippines adds the SPSIC step, which requires advance lead time for BAI processing.
