Pet Transport from India to Finland
India to Finland requires planning on two fronts. India is not on the EU approved third-country list under EU Implementing Regulation 2026/636, so a FAVN titre test and a 90-day waiting period from the blood draw date are compulsory. Finland also requires …

What this route typically costs
Critical points
The 90-day waiting period runs from the titre test blood draw date, not the result date. This is the step most often miscalculated, causing pets to be refused at the Finnish border.
Tapeworm treatment is required for all dogs entering Finland, regardless of origin. The 24-120 hour window before ARRIVAL means timing must account for total journey time from India.
Finnair Cargo accepts live animals only on its own directly operated flights. Confirm at the time of booking that the specific DEL-HEL flight is Finnair-operated rather than a codeshare.
Approved carriers for this route
Not all airlines accept live animals. We book only with carriers that handle live animal cargo correctly.
What does a pet from India need to enter Finland?
Finland follows EU Implementing Regulation 2026/636 as an EU member. India is not on the EU approved list, so the full unlisted-country process applies.
The sequence is: ISO 11784/11785 microchip first (before any rabies vaccination), then rabies vaccination (minimum 21 days before blood draw), then FAVN titre test at an EU-approved laboratory (blood drawn at least 21 days after vaccination, minimum result 0.5 IU/ml), then the 90-day waiting period counted from the blood draw date. After the wait, AQCS endorses an EU Animal Health Certificate (AHC, Annex IV for unlisted countries). Documentation must be submitted to AQCS at least seven days before embarkation, and the certificate is valid for 10 days from endorsement.
Finland requires Echinococcus multilocularis tapeworm treatment for all dogs. A vet must administer a praziquantel-based product between 24 and 120 hours before the dog arrives in Finland. The treatment time, product name, and dose must appear on the AQCS-endorsed certificate. Cats do not require tapeworm treatment. There is no national breed ban in Finland.
Which airlines carry pets from India to Finland?
Finnair’s direct service from Delhi (DEL) to Helsinki Vantaa (HEL) is the standout option for this route. Finnair Cargo accepts live animals on its own directly operated flights, and a non-stop DEL-HEL service avoids the hub connection that other India-to-Finland routings require. Confirm live animal cargo availability with Finnair Cargo at the time of booking.
If Finnair cargo space is unavailable, Lufthansa Cargo flies DEL to Frankfurt (FRA) with Finnair or Lufthansa connections to Helsinki. KLM Cargo covers DEL to Amsterdam (AMS) with AMS-HEL connections. Air India Cargo connects from Indian airports via European hubs.
How long does the India to Finland process take, and what does it cost?
Allow five to six months from start to travel day. The 90-day wait from the titre test blood draw is the fixed constraint. Add the 21-day gap between vaccination and blood draw, and the seven-day AQCS lead time. Book flights only after you have a confirmed blood draw date and can calculate the exact earliest permitted entry date.
Costs typically run from EUR 1,400 to EUR 3,500. The FAVN titre test costs EUR 200 to EUR 400. AQCS documentation adds INR 5,000 to INR 15,000 (roughly EUR 55 to EUR 165). Cargo from DEL to HEL costs EUR 900 to EUR 2,500, with the Finnair direct option potentially reducing transit complexity. Finnish border inspection runs EUR 100 to EUR 250. An IPATA agent adds EUR 350 to EUR 750.
