Overview

A move from Iceland to Singapore with a dog or cat is mostly about preparing the documents in the right order. Expect around 18-24 weeks of lead time to line up the documents and the fixed waiting periods. Factor in 10 days of quarantine at the destination.

You will need a rabies titre test, which adds a mandatory wait, so begin it as soon as possible. Read on for the requirements, timing and carrier options for this route.

Step by step

The Iceland to Singapore process

1
Start of planning.
Implant the ISO microchip, then administer the rabies vaccination.

Responsible: Icelandic vet

2
Roughly 4-5 weeks before the earliest possible travel window.
Draw blood for the titre test at least 28 days after vaccination, submit to an approved laboratory.

Responsible: Icelandic vet and laboratory

3
Runs in the background from the blood draw.
90-day wait from the blood draw date before the pet can be imported. This cannot be shortened.

Responsible: No action needed, just planning

4
Alongside or shortly after the 90-day wait begins.
Apply for AVS's home quarantine waiver if eligible, or submit the home quarantine application if not, at least 4 weeks before arrival.

Responsible: You or your agent

5
Before the pet travels, once other approvals are in hand.
Apply for the AVS import licence via the CITES e-Licence system once the quarantine question is settled.

Responsible: You or your agent

6
Close to departure, per the certificate's validity.
Get the AVS Schedule II certificate completed by your vet and endorsed by MAST.

Responsible: Icelandic vet and MAST

7
Day of travel, after the 90-day wait has elapsed.
Fly Keflavik to a European hub, then the long-haul leg into Singapore Changi.

Responsible: Cargo handlers at each leg

8
Immediately after arrival.
Home quarantine, 10 days minimum, if the waiver conditions were not met.

Responsible: You, under AVS supervision

Singapore: entry requirements

RequirementDetail
MicrochipISO 11784/11785 microchip required, implanted before the rabies vaccination. Source: AVS, avs.nparks.gov.sg.
Rabies vaccinationRequired. Iceland sits in AVS's Schedule II (Controlled Risk) tier, not the negligible-risk Schedule I list reserved for Australia, New Zealand, the Republic of Ireland and the UK, so the vaccination waiver that applies to those four countries does not extend to Iceland despite its own rabies-free status. Source: AVS, avs.nparks.gov.sg, 2026.
Rabies titre testRequired. Blood sample at least 28 days after a valid vaccination. The result must be at least 90 days old, and no more than 12 months old, at the point of import. Minimum result 0.5 IU/ml. Source: AVS, avs.nparks.gov.sg, 2026.
QuarantineConditional. A minimum 10-day home quarantine applies unless the pet qualifies for a waiver: arriving within 5 days of the owner's own entry into Singapore, and having lived at the same residential address as the owner for more than 6 months before import. Pets under home quarantine wear an AVS-issued smart collar tag, charged at SGD 29 per day. Source: AVS, avs.nparks.gov.sg, 2026.
Import permitAVS import licence required before the pet travels, applied for online via the CITES e-Licence system. SGD 50 for standard processing, SGD 100 for express. If home quarantine is needed, that application must go in at least 4 weeks before the scheduled arrival date and be approved before the import licence is issued. Source: AVS, avs.nparks.gov.sg, 2026.
Health certificateAVS Schedule II veterinary certificate, completed by the government or government-endorsed vet in Iceland and endorsed by MAST.

Critical points

Read before you book

⚠ Iceland's own rabies-free status does not carry over to Singapore's classification. AVS places Iceland in Schedule II, the same controlled-risk tier as Germany, France and the USA, not the negligible-risk Schedule I reserved for Australia, New Zealand, Ireland and the UK. Budget for the titre test and the 90-day wait accordingly.
⚠ The 10-day home quarantine is not automatic. If your pet has lived with you at the same address for 6 months or more and arrives within 5 days of you, a waiver is available. If not, plan for the smart collar quarantine and its daily charge.
⚠ No airline flies Keflavik to Singapore directly. Every move on this route transits at least one European hub, most practically Frankfurt, so confirm both cargo legs and the transfer window before booking.
⚠ Icelandair no longer carries pets as checked baggage on any route since 1 November 2024. Whatever hub you route through, the Iceland-origin leg has to be booked as cargo, not standard excess baggage.
Carriers

Airlines on this route

Lufthansa Cargo
No single carrier flies Keflavik to Singapore. The most practical routing is Keflavik to Frankfurt on Lufthansa, into Lufthansa's own Frankfurt Animal Lounge, then Frankfurt to Singapore Changi on Lufthansa Cargo or a connecting Singapore Airlines Cargo service. Confirm both legs accept the crate and that transfer timing at Frankfurt works for the animal.
Cargo Only
Singapore Airlines Cargo
Handles the long-haul leg into Changi from most major European hubs, including Frankfurt, Amsterdam and London. Since Icelandair no longer carries pets as checked baggage, plan for a separate cargo booking at whichever European hub you connect through.

What Singapore requires

Bringing a pet into Singapore involves a fair amount of documentation. Keep everything organised and check each item against the current requirements before you book.

Avoiding the common mistakes

Ask about temperature embargoes for your travel window. Summer and winter cargo restrictions can rule out certain routes and dates entirely.

Book the titre test laboratory well ahead. Approved labs have limited slots and the sample takes time to process, so this is not something to leave to the final weeks.

Microchip before you vaccinate. The microchip must be in place before the rabies shot for the vaccination to count, and getting this order wrong is the most common and costly mistake.

Use an official, government-authorised vet for the health certificate, not just your usual clinic. Many destinations only accept certificates signed by an approved vet.

FAQ

Common questions

No, not for import classification purposes. Singapore’s AVS places Iceland in Schedule II (controlled risk), the same tier as Germany, France and the USA, rather than the negligible-risk Schedule I reserved for Australia, New Zealand, Ireland and the UK. Iceland’s own rabies-free status does not change this classification.
It depends. If your pet has lived at your address for more than 6 months and arrives within 5 days of your own entry into Singapore, you can apply for a quarantine waiver. Without that, a minimum 10-day home quarantine applies, with an AVS-issued smart collar tag and a daily charge of SGD 29.
No. There is no scheduled service between Keflavik and Singapore. Pet moves on this route transit at least one European hub, most practically Frankfurt, using Lufthansa’s Frankfurt Animal Lounge facility before a long-haul cargo leg into Singapore Changi.
Allow 18 to 24 weeks. Most of that is driven by the mandatory 90-day wait after the titre test blood draw, plus the lead time for the AVS home quarantine or waiver application, which needs to go in at least 4 weeks before arrival.
