The import permit: the first step, not the last

Lebanon requires an import permit from the Ministry of Agriculture (agriculture.gov.lb) for all companion animals entering the country. The permit must be obtained before the pet travels, and the application process takes 10-12 weeks. This is not a formality or an approximation: it is the minimum processing time and it cannot be expedited.

Start the permit application as soon as you know the move is happening. Do not book cargo, do not arrange the health certificate, and do not fix a travel date until the permit application is in progress. The permit number will need to be referenced in supporting documentation, and Lebanon’s inspectors at Beirut Rafic Hariri (BEY) will check for it on arrival.

Working through an IPATA-registered agent with Lebanon experience is strongly recommended for this route. The application process involves correspondence with the Lebanese Ministry of Agriculture, and an agent who has done it before will know what documentation is required and how to track the application.

Vaccination requirements beyond rabies

Lebanon’s entry requirements for dogs and cats are more detailed than most European and Caucasus destinations. Flying from Budapest to Beirut

Turkish Airlines Cargo via Istanbul (IST) is the standard routing for live animal cargo between BUD and BEY. Budapest has multiple daily Turkish Airlines departures, IST operates regular flights to Beirut, and the airline’s cargo handling on this corridor is well established. Total journey time BUD-IST-BEY is approximately 6-8 hours.

Book through a Turkish Airlines Cargo agent or an IPATA agent. Confirm live animal acceptance on the specific segments and provide IATA crate dimensions when booking. Temperature restrictions apply when ambient temperatures at any point on the routing exceed 29-30 degrees Celsius: Beirut can be very warm in summer and this affects scheduling from approximately June to September.

Lufthansa via Frankfurt (FRA) is the main alternative. The Frankfurt Animal Lounge at FRA handles live animal connections with temperature-controlled facilities, making this a better option during the hottest months if the Istanbul corridor is under temperature embargo.
