Critical points
The Lebanese import permit is non-negotiable and takes 10-12 weeks to process. Do not book flights or arrange the health certificate until the permit application is in progress. Arriving at BEY without a permit will result in the pet being refused entry or detained.
Lebanon requires additional core vaccinations beyond rabies for both dogs and cats. Dogs need distemper, hepatitis, leptospirosis, parvovirus, and parainfluenza in addition to rabies. Cats need viral rhinotracheitis, panleukopenia, calicivirus, and leukemia. All must be current and recorded on the Nébih health certificate.
The Nébih health certificate must be issued within 10 days of arrival at Beirut Rafic Hariri Airport (BEY), not the Budapest departure date. Count from the BEY arrival day.
Wizz Air operates heavily from Budapest but does not accept live animal cargo in the hold in 2026. Turkish Airlines via Istanbul is the primary routing.
Approved carriers on this route
| Airline | Notes | Type |
|---|---|---|
| Turkish Airlines | Budapest Ferenc Liszt (BUD) to Istanbul (IST), then IST to Beirut Rafic Hariri International Airport (BEY). Turkish Airlines Cargo is the primary and most reliable routing for this corridor from Budapest. Multiple daily BUD-IST departures and regular IST-BEY services. Book through a Turkish Airlines Cargo agent and confirm live animal acceptance for your specific routing and dates. Temperature restrictions apply when ambient conditions exceed 29-30 degrees Celsius at any point. | Cargo Only |
| Lufthansa | BUD to Frankfurt (FRA), then FRA to BEY. Lufthansa Cargo at Frankfurt handles live animals and the Frankfurt Animal Lounge provides temperature-controlled holding during connections. A viable alternative to Turkish Airlines, particularly for summer moves when IST temperature embargoes are a concern. | Cargo Only |
The import permit: the first step, not the last
Lebanon requires an import permit from the Ministry of Agriculture (agriculture.gov.lb) for all companion animals entering the country. The permit must be obtained before the pet travels, and the application process takes 10-12 weeks. This is not a formality or an approximation: it is the minimum processing time and it cannot be expedited.
Start the permit application as soon as you know the move is happening. Do not book cargo, do not arrange the health certificate, and do not fix a travel date until the permit application is in progress. The permit number will need to be referenced in supporting documentation, and Lebanon’s inspectors at Beirut Rafic Hariri (BEY) will check for it on arrival.
Working through an IPATA-registered agent with Lebanon experience is strongly recommended for this route. The application process involves correspondence with the Lebanese Ministry of Agriculture, and an agent who has done it before will know what documentation is required and how to track the application.
Vaccination requirements beyond rabies
Lebanon’s entry requirements for dogs and cats are more detailed than most European and Caucasus destinations. Rabies is required for both species, administered at least 30 days before entry and no more than 12 months before. Dogs additionally need: distemper, infectious hepatitis, leptospirosis, parvovirus, and parainfluenza. Cats additionally need: viral rhinotracheitis, panleukopenia, calicivirus, and leukemia.
Most pets in Hungary already receive these vaccines as part of standard annual care. The requirement is not that the vaccines are given specially for Lebanon, but that they are all current and recorded in the pet’s vaccination history. The Nébih-endorsed health certificate must list every vaccine with its administration date and batch number.
If any vaccine is due or close to expiry, update it during the permit waiting period. This is a useful time to schedule the vet appointments: the 10-12 week permit window covers the time needed to ensure all vaccines are current and properly recorded.
Flying from Budapest to Beirut
Turkish Airlines Cargo via Istanbul (IST) is the standard routing for live animal cargo between BUD and BEY. Budapest has multiple daily Turkish Airlines departures, IST operates regular flights to Beirut, and the airline’s cargo handling on this corridor is well established. Total journey time BUD-IST-BEY is approximately 6-8 hours.
Book through a Turkish Airlines Cargo agent or an IPATA agent. Confirm live animal acceptance on the specific segments and provide IATA crate dimensions when booking. Temperature restrictions apply when ambient temperatures at any point on the routing exceed 29-30 degrees Celsius: Beirut can be very warm in summer and this affects scheduling from approximately June to September.
Lufthansa via Frankfurt (FRA) is the main alternative. The Frankfurt Animal Lounge at FRA handles live animal connections with temperature-controlled facilities, making this a better option during the hottest months if the Istanbul corridor is under temperature embargo.
