Wizz Air cannot carry cargo pets: what this means for Budapest departures

Wizz Air is Budapest’s largest carrier and operates a wide network of European routes. However, Wizz Air does not accept live animals in the cargo hold. If your dog is too large for the cabin, Wizz Air cannot carry them on any route, including Hungary to Estonia.

For large dogs travelling from Budapest to Tallinn, the options are LOT Polish Airlines via Warsaw or airBaltic via Riga.

LOT via Warsaw: Budapest Ferenc Liszt (BUD) to Warsaw Chopin (WAW) on LOT, then Warsaw to Tallinn (TLL) on LOT. Warsaw is LOT’s home hub with established cargo handling for live animals. The BUD-WAW-TLL routing keeps the animal within one carrier across both legs, which reduces the risk of coordination issues at the connection.

airBaltic via Riga: Budapest to Riga on airBaltic, then Riga to Tallinn. Riga is airBaltic’s home hub. Both legs handle cargo pets. The connection at Riga is well-managed given the volume airBaltic runs through RIX.

For small cabin pets, Wizz Air is a usable option if the carrier and pet meet their specific weight and size limits. But for hold animals, LOT or airBaltic is the route.

NÉBIH, EU pet passport, and what VTA checks in Tallinn

Hungary’s NÉBIH (Nemzeti Élelmiszerlánc-biztonsági Hivatal) governs the authorisation of official vets who can issue EU pet passports. Not every vet in Hungary can issue an EU pet passport. The issuing vet must be NÉBIH-authorised.

The EU pet passport must record the ISO 15-digit microchip before the rabies vaccination entry. This is the sequence that Estonia’s VTA will check if they conduct a spot check at Tallinn Airport. A passport where the vaccination appears first is non-compliant under EU Regulation 576/2013.

For a compliant passport with a current rabies vaccination, VTA spot checks at Tallinn are brief. No import permit is required, no quarantine, no titre test. The EU framework treats Hungarian pets the same as Estonian pets for the purposes of entry.
