Two permits, one move
Every live animal leaving Hong Kong needs an AFCD Permission to Export Animals. Apply via the AFCD website at afcd.gov.hk at least 2 weeks before departure. The health certificate, issued by an AFCD-authorised vet and endorsed by AFCD, must be in DALRRD’s required format and issued within 14 days of departure.
On the South African side, a DALRRD Veterinary Import Permit is mandatory before travel. Apply through your provincial State Veterinarian office or an experienced agent. Allow 4-8 weeks, and start both permit applications in parallel as soon as your move is confirmed.
Whether a titre test is also required depends on DALRRD’s current classification of Hong Kong-origin pets. South Africa maintains bilateral agreements with some countries that remove the titre test requirement, but Hong Kong is not typically on that list. Verify at dalrrd.gov.za.
Routing HKG to JNB
No carrier operates direct Hong Kong to Johannesburg cargo. The main routing options are via Dubai with Emirates SkyCargo, via Doha with Qatar Airways Cargo, and via Singapore with Singapore Airlines Cargo. Cathay Pacific, as Hong Kong’s own carrier, can connect via partner hubs.
Emirates via Dubai is the most commonly used option for HKG-JNB pet cargo, but summer heat embargoes at Dubai International Airport can restrict brachycephalic breed acceptance between May and September. If your pet is a flat-nosed breed, confirm current Emirates heat embargo policies before booking.
