Singapore is rabies-free and applies quarantine requirements to pets from countries that are not on its approved list of Category B or Category C countries (which have even simpler rules). Hong Kong is Category A, which means: no titre test required, but quarantine is mandatory.
Dogs face 30 days in an AVS-approved quarantine facility. Cats face 10 days. These periods reflect Singapore’s assessment of the risk of introducing disease from Hong Kong’s environment. They cannot be shortened, and you cannot visit your pet during quarantine in most circumstances.
Budget for quarantine costs before you commit to the timeline. Owner-paid costs at AVS-approved facilities for 30 days can run to SGD 2,000-4,000 for a dog, depending on size and the specific facility.
The 5-day health certificate window: coordinating AFCD and AVS
Singapore’s AVS requires the health certificate to be issued within 5 days of arrival. This is significantly tighter than most destinations. Germany allows 10 days. The UK allows 10 days. Australia allows 10 days. Singapore allows 5.
In practice, this means your vet in Hong Kong performs the examination and issues the certificate within 5 days of your pet landing in Singapore. The AFCD must also endorse the certificate within that window. You need an AFCD-authorised vet and a pre-arranged AFCD endorsement appointment, all booked around your flight date.

Both Cathay Pacific and Singapore Airlines operate direct HKG-SIN cargo services. The flight takes approximately 3.5 hours. Both airlines have live animal cargo processes that are well-documented for this route.
Singapore Airlines’ cargo facility at Changi Airport is one of the most capable live animal handling facilities in Asia. Changi is also an approved AVS arrival point.
Scoot, Jetstar Asia, and other budget carriers on the HKG-SIN corridor do not accept pets. For this route, it is full-service cargo only.
