EU Regulation 576/2013 lists Hong Kong as a recognised territory for pet movement. Hong Kong pets entering Italy need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the AFCD-endorsed EU-format health certificate. The AFCD (Agriculture, Fisheries and Conservation Department) is Hong Kong’s official authority for animal export health certification. An AFCD-registered vet issues the EU-format certificate within 10 days of travel; AFCD endorses it before departure. Allow a few working days for the endorsement step and plan accordingly within the 10-day certificate validity window.
Routing via European hub to Rome or Milan and Italy's no breed ban
There is no direct cargo service from Hong Kong (HKG) to Rome Fiumicino (FCO) or Milan Malpensa (MXP). All routings involve a European hub transfer. Cathay Pacific connects HKG to Paris CDG or Frankfurt (FRA), from where connections to Italian airports are available. Lufthansa via FRA and Air France via CDG provide further options. Confirm live animal acceptance on every flight segment, including the hub connection, when booking.
Italy removed its national breed-specific legislation in 2009. Italian Ministry of Health vets carry out a documentary inspection at FCO or MXP on arrival, but no breed classification is applied. For Hong Kong families with breeds restricted in Germany or France, Italy is a straightforward and permissive EU destination.
