CFIA import requirements: Canada's rules for Hong Kong pets
Canada’s federal pet import authority is the CFIA (Canadian Food Inspection Agency, inspection.gc.ca). For personal pet imports from Hong Kong, the requirements are clear and manageable. Dogs aged 3 months or older must be currently vaccinated against rabies and the record must appear in the health certificate. Cats from Hong Kong do not require a rabies vaccination for Canadian entry. No titre test is required. No import permit is needed for personal imports of 1-2 animals.
At the Canadian port of entry (Vancouver or Toronto for direct Cathay Pacific flights), a CBSA officer will review the documentation. A CFIA inspector may also be present depending on the facility and time of arrival. For compliant pets with complete paperwork, the entry inspection is typically brief and your pet is released to you the same day.
If you are importing more than 2 dogs, or importing animals for sale, breeding or fostering, a CFIA import permit is required. These are commercial import rules and differ significantly from personal pet imports. The requirements described in this guide apply to personal pet imports only.
The AFCD export process from Hong Kong
On the Hong Kong side, the export process is handled by AFCD (Agriculture, Fisheries and Conservation Department, afcd.gov.hk). There is no separate export permit for dogs and cats, but AFCD must verify your pet’s microchip by identity scan before endorsing the health certificate. This identity verification step is sometimes overlooked by owners arranging the process themselves, and skipping it means the health certificate cannot be properly endorsed, which could prevent your pet from travelling.
The health certificate is prepared by an AFCD-authorised veterinarian in the CFIA-acceptable format. It must include your pet’s description, microchip number, vaccination records and a clinical health declaration. AFCD then reviews and endorses the certificate. The certificate must be issued within 10 days of your pet’s arrival in Canada. A direct Cathay Pacific flight from HKG to YVR takes approximately 10-11 hours; to YYZ it is longer, often 14-16 hours depending on routing. Factor in this transit time when booking the vet appointment.
Allow at least 1-2 weeks for AFCD coordination before your departure date. During busy periods, appointment slots can fill up. Cathay Pacific cargo: Vancouver and Toronto direct from HKG
Cathay Pacific is the default carrier for Hong Kong to Canada pet moves and has a well-established live animal programme at Hong Kong International Airport (HKG). Direct services to Vancouver (YVR) and Toronto (YYZ) are the main options. The HKG-YVR flight takes approximately 10-11 hours; HKG-YYZ is longer, typically 14-16 hours depending on routing.
All pet transport on transpacific routes is cargo only. No airline accepts pets in the cabin on these sectors. Your pet travels in a pressurised, temperature-controlled hold as manifested cargo. The IATA-compliant crate must be sized so the animal can stand, turn around and lie down comfortably. Cathay Pacific has specific approved crate dimensions; confirm these with the cargo agent before purchasing a crate.
Book live animal cargo space through Cathay Pacific Cargo directly or through an approved cargo agent, not through the passenger ticket system. Cargo space for live animals is limited. Book 4-6 weeks in advance and confirm in writing. Air Canada Cargo is an alternative if Cathay is fully booked, though it typically requires a connection rather than a direct service from HKG.
If your final destination within Canada is a city other than Vancouver or Toronto (for example, Calgary or Ottawa), you will need to confirm a domestic connecting flight for your pet after clearing customs. Air Canada and WestJet accept pets on domestic Canadian routes; check the relevant carrier’s rules and book the domestic leg separately.
