Regulations checked
Step by step

The import process, in full

1
Start of planning.
Microchip implanted, then the primary rabies vaccination given at 12 weeks or older, in that order.

Responsible: Honduras-based vet

2
At least 21 days after vaccination.
Blood drawn for the RNATT titre test at a WOAH or ISO 17025-accredited laboratory.

Responsible: Honduras-based vet / accredited laboratory

3
Lab turnaround typically 2-4 weeks; the 90-day clock runs in parallel.
Titre result confirmed as passing. The 90-day UAE entry wait now starts running from the sample draw date, not the result date.

Responsible: Accredited laboratory

4
Roughly 4-6 weeks before the planned flight.
MOCCAE import permit applied for online, once the 90-day window is close enough to book travel within its 30-day validity.

Responsible: Owner or agent

5
Final two weeks before travel.
SENASA export health certificate obtained via SECEH, and antiparasitic treatment (praziquantel plus a flea and tick product) given within 14 days of departure.

Responsible: SENASA-registered vet

6
As soon as the 90-day window and flight dates are fixed.
Book cargo space on the American-to-Miami leg and the onward Emirates or Qatar Airways sector, confirming crate dimensions meet IATA Live Animals Regulations.

Responsible: Owner or pet relocation agent

7
Travel day.
Arrive at DXB, DWC, AUH or SHJ and clear the MOCCAE import check with the permit, health certificate and titre result in hand.

Responsible: Airline cargo handler and MOCCAE inspector

Checklist

What your pet needs

Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip
ISO 11784/11785-compliant microchip, implanted before the rabies vaccination. A vaccine given first doesn't count toward the UAE timeline. Source: MOCCAE, 'Import of pets (cats/dogs),' moccae.gov.ae, 2026.
Rabies vaccination
Given no earlier than 12 weeks of age, using an inactivated or recombinant vaccine only; live attenuated vaccines are rejected. At least 21 days must pass between this vaccination and the blood draw for the titre test below.
Rabies titre test
Honduras does not sit on MOCCAE's Annex 1 list of recognised low-risk countries, which is made up mostly of Western European and other officially rabies-controlled states. Everywhere else, including the rest of Latin America, goes through the titre pathway: a rabies neutralising antibody titre test (RNATT) run at a WOAH or ISO 17025-accredited laboratory, with a mandatory 90-day wait from the date the blood sample was drawn before the pet can enter the UAE. MOCCAE's published guidance does not name Honduras individually on this point, so confirm the classification directly with MOCCAE or an agent before booking, though the standard treatment for non-Annex-1 Latin American countries is this titre pathway.
Quarantine
Not required for an animal that arrives with complete, matching paperwork. A discrepancy at the airport, or a clinical sign of illness, can trigger quarantine at the owner's cost.
Import permit
A prior import permit obtained through MOCCAE's online portal before travel, valid for 30 days from issue. Applications are capped at two pets per person per calendar year.
Health certificate
Issued by SENASA within 10 days of the flight, covering the period from issuance to arrival in the UAE. It has to match the microchip number and vaccination record exactly.
Export permit
None required for a single companion animal. What SENASA issues instead is an export health certificate, described below.
Veterinary inspection
A SENASA-registered veterinarian examines the animal and confirms it is fit to travel before any certificate is issued.
Government endorsement
SENASA stamps and signs the Certificado Zoosanitario de Exportación after the vet inspection; the UAE side then wants this document presented alongside the MOCCAE-format certificate at the export vet check.

Airlines

Carriers on this route

Not all airlines accept live animals on this route. Confirm the operating carrier's current policy for every flight segment.

American Airlines
Flies both San Pedro Sula (SAP) and Palmerola International (XPL) into Miami (MIA) year-round, the leg that starts almost every workable Honduras-to-Gulf routing.
Cargo Only
Emirates SkyCargo
Operates a nonstop Miami-Dubai (DXB) service. On this specific city pair, Emirates requires every pet to travel as manifest cargo, not as accompanied baggage, so the connection in Miami needs to be booked as a cargo-to-cargo handoff, not a passenger-style transfer.
Cargo Only
Qatar Airways Cargo
Flies Miami to Doha (DOH) daily on the A350, with onward connections into Dubai or Abu Dhabi. A genuine second option if Emirates' Miami slot doesn't line up with the SENASA and MOCCAE paperwork dates.
Cargo Only
Iberia
Connects San Pedro Sula to Madrid, a roughly 15-hour total journey with a stop, from where Etihad or Emirates can pick up the Gulf leg. Longer than the Miami routings and worth pricing only if the American-Miami-Emirates chain doesn't work for the travel dates.
Cargo Only
Costs

What this route typically costs

SENASA export certificate: Lps 450 plus two Lps 10 stamps (roughly USD 18-20)
Honduran vet visits, vaccination and blood draw: USD 80-200
RNATT titre test at an accredited laboratory: USD 150-250
MOCCAE import permit: fee set on the online portal at time of application, commonly cited around AED 200
IATA-compliant travel crate: USD 100-350
Air cargo Honduras to Miami, then Miami to Dubai or Doha: USD 1,800-3,500
Total typical range: USD 2,300-4,500

Critical points

The 90-day titre wait runs from the blood draw date, not the lab result date. Owners who plan around the result date routinely miss it by weeks.

No airline flies Honduras to the UAE directly. Every routing goes through a third country, most workably Miami, and the pet has to be re-tendered as cargo at that connection rather than simply transferred like passenger baggage.

MOCCAE's published country lists don't name Honduras specifically for titre classification. Treat the titre pathway as the working assumption, but confirm with MOCCAE or an agent before locking in a travel date.

The import permit is only valid for 30 days. Applying too early, before the titre wait and flight booking are both settled, risks the permit expiring before travel.

United Arab Emirates import rules, explained

United Arab Emirates runs a strict import regime, so every document is checked closely on arrival. Build your plan around the fixed waiting periods, because they set the pace for everything else.

Practical tips for this move

Keep every original document together and take copies. Border officials want originals, and a missing signature or date can hold up clearance.

Work backwards from your travel date and add a buffer. Fixed waiting periods mean a single slipped appointment can push the whole move back by weeks.

Check the airline’s crate size and labelling rules early. An undersized or wrongly labelled crate is a frequent reason pets are refused at check-in.

Ask about temperature embargoes for your travel window. Summer and winter cargo restrictions can rule out certain routes and dates entirely.

FAQ

Common questions

The UAE requires a rabies titre test with a 90-day wait counted from the blood draw for pets from countries outside its short recognised low-risk list, and Honduras is not on that list. Combined with the 21-day gap required between vaccination and the blood draw, that alone accounts for most of the 16 to 20 week timeline.
No. Every routing connects through a third country. American Airlines to Miami followed by Emirates or Qatar Airways onward to Dubai, Abu Dhabi or Doha is the most workable chain currently available, though the pet has to be re-tendered as cargo at the Miami connection.
From the blood draw date. This trips up a lot of owners who plan backward from when the result arrives instead. Book the sample the moment the 21-day post-vaccination gap has passed, and count 90 days from that appointment, not from whenever the lab gets back to you.
Yes. MOCCAE prohibits Pit Bull Terrier types, several Mastiff varieties, Tosa Inu, Rottweiler, Doberman Pinscher, Presa Canario, Boxer, and crosses of these breeds. No cat breed restrictions are published.
