Turkey does not recognise multi-year rabies vaccinations. Three-year protocols are routine in Germany, so many pets need a fresh vaccination before the titre chain can even start, which adds a month before the blood draw.
EU and German origin does not exempt your pet from Turkey's titre requirement. Turkey's ministry publishes the certificate template rather than the criteria, so download that template and confirm the current wording before booking flights.
Turkey caps entry at two pets per person, against the EU's five. A household moving three animals cannot do it with one accompanying traveller.
The titre, and an honest note about the source
Three independent guides state the same thing: the titre is mandatory for all pets entering Turkey, sample taken at least 30 days after vaccination, minimum 0.5 IU/ml, with a three-month waiting period before entry. No exemption list for EU origins appears anywhere we could find.
We want to be straight about the sourcing, because this is a health and safety matter and the difference between right and wrong here is months of your life. Turkey’s Ministry of Agriculture and Forestry publishes the downloadable veterinary health and origin certificate template rather than setting out the technical criteria in page text. So the controlling document is that template, and the sensible step before you book anything is to download the current version and read what it asks for. Everything on this page is written on the basis that the titre applies; if the template says otherwise for an EU origin, it wins.
For what it is worth in the other direction: Turkey does have its own EU-designated titre laboratory, the Veterinary Control Central Research Institute in Ankara, approved since 2006. That is what makes an eventual return to Germany straightforward without shipping blood abroad.
The vaccine problem specific to German pets
Germany, like much of Europe, has moved to three-year rabies vaccination protocols for adult dogs and cats. Turkey does not recognise multi-year vaccinations.
In practice that means your pet’s perfectly valid German vaccination record may not satisfy Turkish requirements, and your vet will need to give a fresh vaccination. That is not a formality, because the thirty-day gap before the titre blood draw runs from the new vaccination date. Discover it late and you have added a month to a timeline that already runs to four.
Raise it at the first vet appointment, not the last. It is the single most common way this route slips.
Two pets, two airlines, and a species rule
Turkey caps entry at two pets per person, and permits only cats, dogs, aquarium fish and birds. A German household with three animals needs a second accompanying traveller, which is worth knowing before anyone books flights.
Turkish Airlines runs around thirty nonstops a week from Frankfurt and thirty from Berlin, where it is the sole nonstop operator, plus year-round Munich service at about two hours fifty. Its cabin allowance is 8kg total including the carrier, in a container no more than 23cm high, 30cm wide and 40cm long, for cats, dogs and small songbirds. The hold takes containers to 75 by 75 by 125 centimetres with a 50kg combined limit. Fees come from the airline’s own calculator rather than a table, and are charged per segment, so an itinerary connecting through Istanbul is charged twice.
Two operational points to confirm at booking rather than assume. Turkish Airlines is reported not to carry cats and dogs on the same aircraft, which splits a two-species household across flights. And published sources disagree about whether snub-nosed breeds may travel in the hold: one describes carriage with an upsized, four-side-ventilated crate below 27C at both ends, another says they are barred from the hold entirely. If you have a flat-faced dog, get the airline’s answer in writing for your specific booking.
Lufthansa also flies Frankfurt to Istanbul, with an 8kg cabin limit and Lufthansa Cargo for larger animals. Note that since March 2026 Lufthansa Cargo accepts only kennels fully compliant with the IATA LH05 standard, which retires some older crates, and it refuses carriage above 29.4C or below 7.2C anywhere on the route.
