The rabies vaccination window is strict: must be at least 30 days AND not more than 12 months before Hong Kong arrival. A vaccination given more than 12 months ago fails even if otherwise valid.
AFCD Import Licence must be obtained before travel. No licence = refusal at HKG.
No titre test is required from Germany (Group 1 status). This makes the route significantly simpler than many other Asian destinations.
Germany's Group 1 status: what it means in practice
AFCD Hong Kong groups countries by rabies risk for import purposes. Germany sits in Group 1, the most favourable category. Group 1 countries have documented, well-controlled rabies prevention programmes, and AFCD extends simplified import conditions to their pets.
For you, this means the preparation list is short. Microchip (ISO-compliant, before vaccination). Rabies vaccination (within the 30-day to 12-month window relative to your Hong Kong arrival date). AFCD Import Licence obtained at least 30 days before arrival. Official health certificate from your German vet, endorsed by the competent German authority, issued within 14 days of travel.
That’s it. No titre test. No waiting period beyond the vaccination minimum. No quarantine.
Planning backwards from your Hong Kong arrival date
The vaccination window is the piece most owners miscalculate. Here’s the logic: if you arrive in Hong Kong on 1 October, your pet’s rabies vaccination must have been given no earlier than 2 October of the previous year (12 months) and no later than 2 September (30 days before arrival).
Check your pet’s vaccination record. If the current vaccination is within that window for your planned travel date, you’re fine. If the vaccination will be over 12 months old by the time you travel, get a booster before you book anything else. The booster still needs to be at least 30 days before Hong Kong arrival.
The AFCD Import Licence application takes a minimum of 30 days. Submit it in parallel with your flight and cargo booking, not after.
Cathay Pacific or Lufthansa: choosing your carrier
Both Cathay Pacific Cargo and Lufthansa Cargo operate direct Frankfurt to Hong Kong flights with pet cargo capability. Cathay Pacific is the natural first choice, as Hong Kong’s own airline, their cargo staff at HKG have daily familiarity with AFCD import procedures. The Cathay Cargo team at Frankfurt is experienced with German-origin documentation.
Lufthansa’s Frankfurt hub is one of Europe’s best live animal cargo operations. They run the same FRA-HKG route and their cargo team knows the requirements well. Note that Lufthansa restricts brachycephalic breeds from cargo hold year-round, including on this route.
Book cargo space at least 4-6 weeks in advance, particularly in peak travel periods.
