Georgia has strong economic and political links with the EU through its Association Agreement, but for pet travel purposes it remains an EU unlisted country. That means the full unlisted process applies when bringing a pet into Norway: …
Each step must be completed in a precise sequence. Start early. We manage every stage and deadline.
1
Microchip (ISO 11784/11785)
Responsible: Georgian vet
First step. Must precede all vaccinations.
2
Rabies vaccination
Responsible: Georgian vet
After microchipping. Wait at least 30 days before titre test blood draw.
3
FAVN titre test blood draw
Responsible: Georgian vet + approved laboratory
At least 30 days after primary vaccination. Ship sample to EU/Norway-approved laboratory. Blood draw date starts the 90-day wait.
4
90-day wait from blood draw date
Responsible: N/A
Cannot be shortened. Entry to Norway is not permitted before day 91.
5
Book live cargo from Tbilisi to Oslo

6
NFSA-endorsed health certificate
Responsible: NFSA-authorised vet + NFSA
Within 10 days of travel. Must be issued by NFSA-authorised vet and stamped by NFSA.
7
Travel to Oslo Gardermoen (OSL)
Responsible: Airline + owner
Travel day. Journey from Tbilisi to Oslo via connections is typically 7-14 hours.
Requirements
What your pet needs to enter Norway
Every item below must be in place before your pet can travel. We manage and verify each one.

Required. Current vaccination. Primary vaccination must be at least 21 days before entry. Boosters within the prior vaccine's valid period are immediately effective.

Pets from unlisted third countries must have a rabies antibody titre test at an approved laboratory. Blood drawn at least 30 days after primary vaccination. Minimum result 0.5 IU/ml. A 90-day wait (approximately 3 months) from the successful blood draw date must pass before entry. Source: Mattilsynet (Norwegian Food Safety Authority), mattilsynet.no.

Critical points to read before you book
Georgia's EU Association Agreement (signed 2014, fully in force 2016) covers deep trade and political ties, but it does not change Georgia's EU unlisted status for pet travel purposes. The FAVN titre test and 90-day wait apply in full.
Norway applies EEA pet travel rules via Mattilsynet, which align with EU Regulation 2020/692. The practical requirements are identical to entering any EU member state from Georgia.
The NFSA health certificate must be in the format Norway accepts for pets from unlisted third countries. Ask NFSA to confirm the current form version, as EU templates were updated in 2026.
Summer cargo restrictions: high summer temperatures may cause some carriers to apply live animal cargo embargoes. If your travel falls in July or August, confirm seasonal restrictions with your chosen carrier.
Airlines
Carriers approved for this route
Not all airlines accept live animals on this route. We know which carriers to use and how to book.
TURKISH
Turkish Airlines
Tbilisi (TBS) to Istanbul (IST), then IST to Oslo Gardermoen (OSL). Turkish Airlines Cargo handles live animals at IST. This is the most direct and well-established cargo routing for Georgia-to-Norway live animal moves.
Cargo Only
GEORGIAN
Georgian Airways
Georgia's national carrier flies from Tbilisi but has limited network reach into Scandinavia. May be used for the Tbilisi-to-hub leg. Check current live animal cargo policy with Georgian Airways directly, as it varies by route.
Cargo Only
LUFTHANSA
Lufthansa
Via Frankfurt (FRA) Animal Lounge, then FRA to Oslo. Connections from TBS to FRA via partner carriers, then Lufthansa Cargo for Germany-Norway onwards. Frankfurt provides good intermediate care.

KLM ROYAL
KLM Royal Dutch Airlines
Via Amsterdam Schiphol (AMS), then AMS to OSL. KLM Cargo at Schiphol has live animal handling. Connections from TBS via hub to AMS, then AMS onwards to Norway.

Georgia's EU Association Agreement and what it doesn't change
Georgia signed a Deep and Comprehensive Free Trade Agreement (DCFTA) with the EU in 2014 that covers goods, services, and regulatory alignment across many sectors. Georgian citizens also benefit from EU visa-free travel. None of this affects the veterinary classification that governs pet import rules.
For pet travel, countries are classified by the EU (and Norway by extension) as either listed or unlisted based on their rabies control status and veterinary framework. Georgia is classified as unlisted. The full unlisted country process applies: FAVN titre test with a minimum result of 0.5 IU/ml, followed by a 90-day wait from the blood draw date, before any EU or EEA destination will accept the pet.
This is worth knowing upfront because it affects planning timelines. The wait is not a bureaucratic delay that can be shortened with the right paperwork. It is a public health measure with a firm legal minimum.
Cargo logistics from Tbilisi International Airport
Tbilisi International Airport (TBS) has regular connections to Istanbul Ataturk (IST), which is the main hub for Caucasus-to-Europe pet cargo. Turkish Airlines Cargo accepts live animals at IST and operates regular services to Oslo Gardermoen (OSL). This is the most established routing for a Tbilisi-to-Norway move.
Georgian Airways operates from TBS and may be used for the Tbilisi-to-hub leg if needed. However, confirm their current live animal cargo policy, as small carriers can have variable and changeable pet cargo rules.
For the Oslo leg, SAS or Norwegian Air connects from European hubs, though live cargo must usually travel on the cargo carrier’s booking rather than through a passenger airline. Confirm all segments accept live animals in writing, and confirm cargo handling is available at OSL, which it is for all commercial animal cargo arrivals.
FAQ
Common questions about Georgia to Norway pet transport
No. The Association Agreement and visa-free travel arrangements apply to Georgian citizens and their economic activities, not to veterinary classification. For pet import, what matters is whether Georgia is on the EU listed country register for pet travel. It is not. The FAVN titre test and 90-day wait apply in full regardless of the owner’s diplomatic relationship with the EU.
EU-approved laboratories for the FAVN test are mostly based in the EU, UK, and North America. Georgia does not have its own EU-approved FAVN laboratory. Your Georgian vet draws the blood and ships the sample internationally. Labs in France, the Netherlands, and the UK are commonly used. The EU Commission maintains a list of approved laboratories at food.ec.europa.eu. Ask your vet or a transport agent to identify a lab that accepts international samples and understands the Georgian vet context.
Mattilsynet accepts the EU-format health certificate for non-commercial movement from unlisted third countries. Norway does not require a separate Norwegian certificate. The NFSA-endorsed EU certificate, combined with the titre test documentation and vaccination record, is sufficient. Mattilsynet may also request the TRACES pre-notification reference for some arrivals. Check with your agent or Mattilsynet directly for the most current requirements.
