Overview
The Netherlands applies the EU unlisted country rules to pets from Georgia: FAVN titre test, 90-day mandatory wait, NFA-endorsed health certificate. Allow five to six months minimum. Amsterdam Schiphol is a well-equipped entry point for live animal cargo, and the NVWA inspection is routine for pets with complete documentation. Turkish Airlines via Istanbul is the most practical Tbilisi-to-Amsterdam routing.

Critical points

Read before you book

⚠ 90-day wait from blood draw date, not results date. Start the clock as early as possible.
⚠ Chip before vaccination. Reversing the order invalidates the vaccination for EU entry.
⚠ Georgia's EU association does not change its unlisted status for pet travel purposes.

Schiphol's live animal handling and what to expect on arrival

Schiphol is one of Europe’s busiest cargo hubs for live animals. The NVWA (Netherlands Food and Consumer Product Safety Authority) posts veterinary officers at Schiphol’s Animal Hotel, which is part of the broader cargo facilities complex. On arrival, your pet is brought to the Animal Hotel, where the NVWA officer checks the EU health certificate, the titre test result, the vaccination records, and microchip identity.

For a pet that arrives with all documents complete and the 90-day wait met, the inspection is a formality. Delays happen when documents are incomplete or the titer result is missing. Some owners send documents ahead of the flight so the officer can review them in advance. Your pet transport agent can arrange this.

What 'EU unlisted' means for Tbilisi pet owners

Georgia’s EU Association Agreement covers trade, visa liberalisation, and some regulatory alignment. It does not include an equivalence agreement for pet travel. From the EU’s perspective, Georgia is treated the same as any other unlisted country for the purposes of Regulation 2026/131.

That means the full process applies: microchip first, then vaccination, then a FAVN titre test at an EU-approved laboratory (blood drawn at least 30 days after vaccination), then a 90-day wait from the blood draw date. After that, the NFA-endorsed EU health certificate issued within 10 days of travel completes the documentation. There is no simpler path from Georgia to an EU member state.

FAQ

Common questions

No. Any dog or cat entering the EU from Georgia must have a passing FAVN titre test regardless of when or where the vaccination was given, because Georgia is an EU unlisted country. There are no exceptions. Source: Commission Delegated Regulation (EU) 2026/131.
A failed test means the immune response to the rabies vaccine was insufficient. The dog must be revaccinated and a new 90-day wait begins from the date of the subsequent successful titre test. This adds several months to your timeline. A failed result does not disqualify the dog permanently; it is retested after revaccination.
There is no non-stop TBS-to-AMS cargo service that regularly accepts live animals. The standard routing is via Istanbul (Turkish Airlines Cargo) or via a Western European hub (Air France/KLM Cargo). Your pet transport agent confirms the specific routing for your travel dates.
