Since August 2024, all dogs entering the United States need a completed CDC Dog Import Form (DIF), regardless of country of origin. Estonia, as an EU member state, is classified as low-risk under CDC’s framework. This means the DIF process is administrative: you fill in the form online via the CDC portal, provide your dog’s microchip number and rabies vaccination details, and receive a confirmation receipt.
Present this confirmation at the US port of entry alongside the USDA health certificate. Dogs arriving without a valid DIF face potential refusal of entry or mandatory confinement at the owner’s expense, so this is not a step to forget.
Cats do not need a DIF. For cats from Estonia, the USDA health certificate and current vaccination records are the primary documentation.
The USDA health certificate from Estonia
The health certificate for US entry must be issued in USDA-compatible format by your Estonian vet and then endorsed by the VTA (Veterinary and Food Board of Estonia) as the competent authority. This endorsement confirms the issuing vet is officially authorised.
The certificate is valid for 10 days from the date your vet signs it. The VTA endorsement takes 1-3 working days. So a vet appointment on Monday, VTA endorsement by Wednesday, and travel by Sunday fits the window. Time this deliberately so you do not arrive at the US border with an expired certificate.
