Moving your pet from Estonia to United Kingdom?
Estonia is one of the UK’s listed Part 1 countries, which means the process is significantly simpler than for pets travelling from non-listed countries. There is no titre test requirement, no 3-month wait, and no quarantine for correctly documented pets.
You need a current rabies vaccination, an ISO microchip, a tapeworm treatment for dogs (24-120 hours before UK arrival), and either a valid EU pet passport (issued before January 2021) or an EU Animal Health Certificate from an official Estonian vet. The AHC is valid for 10 days from the vet examination date.
From Tallinn, airBaltic via Riga and Finnair via Helsinki are the main options. Ryanair flies direct to UK airports and accepts very small cabin pets.

The Estonia–United Kingdom route requires quarantine on arrival, so planning well ahead matters. In plain terms, this is a low route, meaning the requirements are relatively straightforward compared to many international moves.
Most owners start the process around 2-4 weeks before the flight date. That window is not arbitrary — it accounts for vaccination waiting periods, titre test processing, and document endorsement.
How long does the whole process take?
Here is how the preparation unfolds from start to travel day:
What should I expect to pay?
Costs vary considerably depending on your pet's size, the airline, and whether you use a pet relocation agent. The main factors to price up are:
- EU Animal Health Certificate from official Estonian vet (approximately EUR 60-120)
- Airline cabin fee or cargo fee Tallinn to London
- Tapeworm treatment fee (dogs)
- IATA-compliant crate if travelling as cargo
What paperwork does United Kingdom require for my pet?
Microchip: Required (ISO 11784/11785).
Rabies vaccination: Required and current. No titre test required for pets from Estonia.
Titre test: Not required. Estonia is a listed Part 1 country for UK pet travel.
Health certificate: EU Animal Health Certificate from an official Estonian vet (valid 10 days), or valid EU pet passport.
Quarantine: No quarantine required if documentation is in order.
What do I need to arrange before leaving Estonia?
Export permit: No export permit required from Estonia for pet travel to the UK. An EU Animal Health Certificate (AHC) from an official Estonian vet is sufficient documentation for UK entry.
Export health certificate: EU Animal Health Certificate (AHC) issued by an official Estonian vet, or a valid EU pet passport. The AHC must be issued within 10 days of travel. EU pet passports issued before 1 January 2021 remain valid for travel to the UK.
Which airlines can my pet travel on?
Several airlines serve routes between Estonia and United Kingdom, each with different policies on pets in cabin versus cargo hold:
Via Riga (RIX). Tallinn to Riga then Riga to London. Small pets allowed in cabin on some legs. airBaltic has a good track record for Baltic region to UK routes. Check current cabin pet weight limits.
Via Helsinki (HEL). Tallinn to Helsinki then Helsinki to London. Cabin pets on short Helsinki-London legs for small animals. Finnair Cargo for larger pets. Good schedule frequency.
Cabin only for very small pets. Ryanair operates Tallinn (TLL) to various UK airports including London Stansted. Only viable for very small cats or tiny breeds under carrier weight limit.
Via Frankfurt (FRA). Cabin pets possible on Frankfurt-London leg. Lufthansa Cargo for larger pets. More complex routing but reliable.
Via Copenhagen (CPH). Tallinn to Copenhagen then to London. SAS allows small pets in cabin on some routes. Cargo for larger pets.
What are the most common mistakes on this route?
EU pet passport versus Animal Health Certificate: what you need to know
Since the UK left the EU, EU pet passports are accepted only if issued before 1 January 2021. Passports issued on or after that date are not valid for UK entry. If your pet’s EU passport was issued after this date, you will need a new Animal Health Certificate from an official Estonian vet.
The AHC is valid for 10 days from the examination date. It is issued by an officially authorised veterinarian, not your regular private vet (unless they hold the official vet designation). Check with your vet practice that they are authorised to issue AHCs.
One practical point: if you travel with your pet regularly between Estonia and the UK, you will need a new AHC each time. Unlike the old EU pet passport (which was a permanent booklet), the AHC is a single-use document valid for one trip.
Tapeworm treatment for dogs: why it is still required
Even though Estonia is a listed country, dogs still require a tapeworm treatment before entering the UK. A vet must administer Praziquantel (minimum 23.4mg) between 24 and 120 hours before your dog’s scheduled UK arrival time. The vet records this in the AHC.
The timing window is exact. Treatment given earlier than 24 hours before arrival, or more than 120 hours before, is not valid. Book the vet appointment to fall within this window.
Cats do not require tapeworm treatment for UK entry.
