Overview
The Estonia-to-Netherlands route has one practical advantage over most Baltic-to-Europe moves: KLM operates a direct Tallinn (TLL) to Amsterdam Schiphol (AMS) service, which removes the need for a connecting flight and simplifies both cabin and cargo pet travel. Both countries are EU members, so the regulatory side is simple: microchip, current rabies vaccination, EU pet passport or AHC. No quarantine, no titre test, no permit.

Critical points
Read before you book
⚠ KLM is the most direct option (TLL to AMS non-stop), but cabin pet spaces fill up quickly. If you miss the cabin allocation, your pet will need to travel as cargo on a later flight. Book early.
⚠ The Netherlands requires all dogs to be registered with the RDW (national vehicle and animal registration authority) if you establish residency. For temporary visits, registration is not required.
⚠ The Netherlands has strict rules on dog breeds considered dangerous under the Gemeentewet. Pit bull type dogs and certain other breeds face restrictions. Confirm your breed's status before travel.
⚠ Schiphol Airport (AMS) has a dedicated animal facility managed by KLM Cargo. If your pet travels as cargo, it will be held there during any transit. The facility is well-staffed and temperature-controlled.
Carriers
Airlines on this route
KLM Royal Dutch Airlines
KLM operates Tallinn (TLL) to Amsterdam Schiphol (AMS) directly. Small pets travel in cabin (carrier plus pet under 8 kg). Larger pets travel as cargo via KLM Cargo at AMS. Amsterdam Schiphol is KLM's main hub and has one of Europe's best live animal cargo facilities. This is the most direct airline option for this route.
Cabin and Cargo
airBaltic
airBaltic connects Tallinn to Riga (RIX), with onward services to Amsterdam. Small pets in cabin permitted. A practical option for passengers already routing through Riga.
Cabin and Cargo
Finnair
Finnair serves TLL to Helsinki (HEL) with connections to AMS. Small pets allowed in cabin. Helsinki is a quiet hub for connecting to the Netherlands.
Cabin and Cargo
Transavia (Netherlands)
Transavia (KLM Group) may operate seasonal or charter routes. Check current schedules. Transavia does not generally accept pets in cabin but may carry small pets as checked baggage or cargo on some routes. Confirm before booking.
Cargo Only
Why Amsterdam Schiphol works particularly well for Baltic pet cargo
KLM’s direct TLL to AMS service is the most straightforward flight option on this route. For small pets travelling in cabin, book the cabin spot directly with KLM at time of flight reservation. The limit is typically two pets per flight cabin, so early booking matters.
For larger dogs travelling as cargo, KLM Cargo at Amsterdam Schiphol (AMS) is one of the best-equipped live animal facilities in Europe. The dedicated HARC (Hub for Animals at Rome and Cargo, or equivalent AMS unit) manages arrivals with separate temperature-controlled holding areas and regular welfare checks. When connecting through AMS with another carrier, the same facility handles the transit.
For small pets, the journey from Tallinn to Amsterdam takes around 2 hours on the direct service. For dogs in cargo, add processing and loading time and budget a minimum of 4-6 hours from drop-off to delivery.
Documents you need for the Netherlands
For EU residents with an Estonian EU pet passport: present the passport at check-in and at the Dutch border. The NVWA may carry out spot checks on arrival at AMS. Ensure your vaccination entry in the passport is within its valid period.
If you do not have a passport (for example, if you moved to Estonia recently and have not yet updated the pet’s registration), ask your Estonian vet to issue an AHC. The AHC must be issued within 10 days of your arrival in the Netherlands. The VTA endorsement stamp is required. Use the current 2026 EU template; the older forms are still accepted under a transitional period until October 2026, but using the current form avoids any dispute at the border.
FAQ
Common questions
Yes. KLM operates direct Tallinn (TLL) to Amsterdam Schiphol (AMS) flights. Small pets under the cabin weight limit can travel in cabin with an advance booking. Larger pets travel as cargo on the same or a dedicated cargo service. This direct route avoids a connection and is the simplest option for this corridor.
For EU pets (travelling on an EU passport from Estonia), pre-notification is not required for private non-commercial movements. For commercial movements or movements of more than five animals, different rules apply. Confirm with the NVWA if you are moving more than five pets.
Yes, if the combined weight of your dog and carrier is within KLM’s cabin pet limit (typically 8 kg in total). Book the cabin space at the time of your ticket purchase. Medium and large dogs must travel in the cargo hold. KLM Cargo at AMS handles this well.
The Netherlands removed its nationwide breed-specific legislation in 2009 but some municipalities maintain local rules. American Pit Bull Terriers and similar types may face restrictions in certain areas. Check with the gemeente (municipality) at your destination before travel if you have a breed that might be affected.
